Job summary

Blue Cross and Blue Shield of North Carolina is seeking an Associate Counsel to join our legal team as the primary day-to-day advisor supporting the State Health Plan TPA contract. This role partners with business teams to ensure contractual compliance and manage legal risk across operations.

You'll draft and negotiate provider and vendor agreements, advise on HIPAA, ERISA, ACA, and government health programs, and monitor regulatory developments affecting the State Health Plan.

Qualifications

• Graduate of an accredited law school required.
• 3+ years of related experience.
• North Carolina bar admission or license within 1 year of employment.
• Experience advising on ERISA, HIPAA, ACA, Medicare/Medicaid, or health care regulatory matters.

Responsibilities

• Serve as dedicated legal counsel for the State Health Plan TPA contract.
• Provide timely legal guidance on operational, contractual, regulatory, and implementation matters.
• Draft, review, and negotiate provider, data sharing, and vendor agreements.
• Support implementation and administration of State Health Plan initiatives.
• Advise on HIPAA, HITECH, privacy, data governance, and information sharing.
• Support responses to audits, inquiries, and compliance reviews.
• Monitor regulatory developments and communicate implications to stakeholders.
