Job description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

Position: Associate Contract Specialist

Under the direction of the Assistant Deputy Agency Chief Contracting Officer (ADACCO), DYCD is seeking to hire an Associate Contract Specialist.

Responsibilities:
  1. Process procurements for services, goods, and construction accurately and timely, ensuring compliance with funding rules to meet DYCD's goals.
  2. Oversee evaluation processes for procurements, including committee meetings and evaluator trainings.
  3. Draft solicitation specifications clearly and concisely.
  4. Consult with DYCD units to ensure correct procurement of goods and services.
  5. Maintain and update procurement status reports and databases.
  6. Process contracts to registration, including responsibility determination.
Minimum Qualifications:

1. Baccalaureate degree from an accredited college with two years of relevant experience, or

2. Four-year high school diploma with six years of relevant experience, or

3. Equivalent education and experience as above, with college credits substituted for experience at a rate of 30 credits per year.

All candidates must have at least a high school diploma and two years of relevant experience.

Preferred Skills:
  • Proficiency in Excel and Word.
  • Experience in contracts.
  • Strong organizational, analytical, proofreading, and writing skills.
  • Excellent communication skills for interaction with diverse staff.
  • Ability to manage priorities and meet deadlines.
  • Knowledge of NYC Procurement Policy Board Rules and systems like FMS and PASSPort.
