Project/Unit Description
The Information and Communications Laboratory (ICL) Communications Systems and Spectrum Division (CSSD) Intelligent and Adaptive Networks Branch (IANB) is seeking an Associate Branch Head / Communications Engineer to support development of innovative adaptive communications and spectrum learning systems across a broad spectrum range. The division's projects involve advanced signal processing, adaptive communications, machine learning, and modeling to develop solutions including cognitive communications, spectrum sensing, electronic warfare, and next-generation cellular networks like 5G/6G, supporting various DoD branches.

Job Purpose
Lead and contribute technically to sponsored research projects, assist the Branch Head with staffing, appraisals, hiring, and research activities.

Key Responsibilities

  • Contribute to research reports, presentations, white papers, and proposals.
  • Create and analyze network protocols.
  • Support development of technical reports for complex projects.
  • Lead IRAD programs and support final report deliverables.
  • Participate in recruitment and mentor team leads.
  • Ensure compliance with policies and uphold ethical standards.
  • Work directly on funded research programs.

Minimum Qualifications

  • Familiarity with multiple communication system protocols and elements.
  • Experience with C#, C++, and Python.
  • Strong background in communications system design, signal processing, or algorithms.
  • Experience with GIT and Confluence.

Preferred Qualifications

  • Active Secret Clearance.
  • PhD in relevant fields.
  • 5+ years in professional software development.
  • Experience in Linux environment and applied R&D.
  • 5+ years in digital signal processing, communications, or algorithms.

Travel requirements: 10-25%.

Position levels: 3+4; open-rank depending on qualifications.

U.S. Citizenship required; ability to obtain/maintain security clearance.
