Facility Statement:

It is the mission of Lincoln Correctional Center to provide for the protection of society through the humane and secure incarceration of adult male individuals in custody based upon a foundation of legislative and judicial decisions. The administration is committed toward instilling responsibility and mature decision-making in its individuals in custody. By providing extensive and high-quality educational programs, work assignment opportunities, public services, leisure time activities and religious avenues, the institution is expected to go far beyond the provisions of the minimum necessities of food, sanitation, clothing, housing and medical services to the individuals in custody.

The Lincoln Correctional Center is in Logan County in the City of Lincoln that consists of a total of 14 buildings, which comprise approximately 25 acres. Of the 14 buildings making up the facility, 11 are located within a double security fence surrounded by five strategically located towers. The living units consist of five dorm style housing units along with a segregation unit and a 7-bed health care unit.

This position is to serve as the Assistant Warden of Programs (Senior Public Service Administrator Option 7) for the IL Department of Corrections at Lincoln Correctional Center.

Job Responsibilities
  • As Assistant Warden, provides input into the development, establishment, and implementation of institutional rules, regulations, directives, policies, and procedures of the institution, to ensure proper operation of daily functions.
  • Is administratively responsible and accountable for execution of policies and procedures in management of the institution while serving as Duty Warden.
  • Plans, organizes and directs the overall Program functions and their managers, including health care services, chaplaincy and clinical services, records office and leisure time services.
  • Coordinates all individuals in custody programs related to these functions.
  • Participates in the budget process by gathering data from department heads regarding current and anticipated programs and projects.
  • Makes recommendations to management outlining budgetary needs.
  • Confers with individuals in custody's relatives regarding clinical programs, medical conditions, and other related programs.
  • Confers with outside agencies, legal staff, and other personnel.
  • Communicates with federal, state, and local law enforcement agencies and officials in formal investigations and routine inquiries.
  • Serves as full line supervisor.
  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.
  • Reviews activity reports.
  • Conducts daily routine inspection tours of the institution for security, safety and sanitation and makes recommendations to the Warden as to any changes, problems or improvements that may be needed.
  • Serves on various committees, e.g. serves as Officer's Review Board Officer, Adjustment Committee and serves as a member of the Assignment Committee.
  • Recommends disciplinary action for infractions of the rules and regulations.
  • Serves on Assignment Committee and makes recommendations for individuals in custody.
  • Travels to various locations to attend management meetings, trainings and to speak to lay and professional groups regarding the institution programs.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Knowledge, Skills, and Abilities
  • Knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in law enforcement, criminology, penology or a related field.
  • Four (4) years of progressively responsible administrative experience in a law enforcement public or private organization, a correctional facility or related field.
Employment Conditions
  • Requires ability to travel.
  • Requires ability to qualify with firearms within twelve months of start date, and annually thereafter in accordance with agency directive and state or federal laws.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Department’s zero-tolerance Drug Testing policy. The use of unauthorized drugs, including cannabis, by an employee, regardless of the position held is prohibited.
  • Requires the ability to be on-call.
  • Requires use of agency-supplied technology.
