Job summary

The City of Bessemer is seeking a Utilities Assistant Operations Manager to support the Utilities Operations Manager in overseeing the daily operations of the Utilities Department, which provides water and electric services to more than 40,000 customers.

Qualifications

• Bachelor’s degree in Engineering, Engineering Technology, Business Administration, or related field.
• Experience supervising employees, including performance appraisals and hiring recommendations.
• Experience in utility safety rules and standards (OSHA, NESC, ADEM).
• Experience managing distribution construction projects with engineers.
• Experience planning safety/training sessions.
• Experience monitoring budgets and preparing bidding specs.

Responsibilities

• Provides operational support and strategic leadership across electric and water utility functions.
• Assists in budget preparation, monitoring, and alignment with goals.
• Directs planning, execution, and evaluation of utility projects and upgrades.
• Oversees staff, coaching, and adherence to policies.
• Leads staff training on equipment, safety protocols, and service standards.
• Develops policies to improve efficiency and emergency preparedness.
• Collaborates with internal/external stakeholders and regulators to resolve issues.
• Evaluates tools and resources to maintain safety and efficiency.
• Stays informed on regulations and emerging technologies for improvement.
