Job summary

The City of North Port is seeking a highly responsible administrator to assist the Utilities Director in planning, directing, and coordinating the City’s utilities operations. This role provides professional leadership in budgeting, CIP, and performance management, including attendance at City Commission meetings as needed.

Qualifications

Job description

Highly responsible administrative position to assist the Utilities Director in the professional, administrative and management work in the planning, direction and coordination of the City's utilities operations and short and long-range plans. Work is performed with considerable professional and managerial independence within general policy guidelines. This position acts as the Utilities Director in his/her absence. Position reports to the Utilities Director.

  • Oversees Administration and Engineering staff assuring on time projects, document review and team participation.
  • Leads Engineering staff and Administration staff to participation and assist in the Asset Management Program development and implementation
  • Reviews, and prepares new and updated department policies, provides oversight of grant pursuits and management.
  • Leads preparation and tracking of the annual budget and CIP. Makes recommendations based on key performance measures, city commissioner strategic plan and utility goals and objectives.
  • Provides a monthly, or as needed, briefing based on intensive review and analysis of the operating and capital budgets; recommends actions to avoid potential problem areas before they occur.
  • Coordinates CIP prioritization process through Risk and Consequence of Failure modeling and integration.
  • Coordinates with other city departments on development, project management, finance, and performance.
  • Provides support to the department operation and maintenance division as needed.
  • Exercises considerable judgment and discretion in the administration and direction of the department and its administration.
  • Acts as advisor to the Director and attends meetings of the City Commission, boards, and committees relevant to public utilities and related services.
  • Leads the Six Sigma and ISO55001 certification program for key performance indicators, performance monitoring, staff training and continuous improvement.
  • Assists in other areas of certification as needed.
  • Develops, conducts, or leads the review and reporting of hydraulic modeling, planning, engineering studies, and regulatory requirements in support of water distribution and wastewater collection system designs and analyses.
  • Leads the document control and records retention for the Utilities Department.
  • Knowledge and understanding of rules and regulations with particular reference to federal and state utilities regulations and permitting.

Education and Experience:
  • Master of Science Degree in either the Biological Sciences, Chemistry, Business, Engineering or related field is required.
  • Eight (8) years of technical or related work experience in the field of utilities.
  • Five (5) years of progressively responsible leadership experience.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

Must possess a valid Florida Driver's License.

Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
