Job description

SUMMARY:

Assistant Treasury Manager reports to the County Treasurer and Chief Deputy -Treasury Manager. Is responsible for receipting all incoming monies and disbursing weekly payables, by regularly using the county specialized financial software. This position processes balances reconciles financial data into Treasurer's Excel Ledgers, maintains daily financial reports and furnishes financial data to the county taxing units. Answers all incoming phone calls to the office and works with local vendors in ordering supplies for office. Assists with the data entry and disbursement of all county, city, & school district revenues of approximately $483 million. Assists in disbursing bi-monthly payroll, benefits, tax withholdings within specialized software. Assists in weekly and monthly bank reconciliations. Updates office webpage on the county website. This position is subject to State, Federal, and Legislative Audit.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Receipt monies (approximately $520 million) into approximately 125 fund accounts within county specialized financial software and Treasurer's Excel Ledgers. These funds include but are not limited to, nine district courts, monthly funds from the Circuit Clerk, County Clerk, Planning Department, Sheriff/Jail, taxing entities and all State & Federal aid. This position must maintain a very high level of accuracy.
  2. Must complete Uniform Filing Fee Remittance forms to reconcile and issue State funds monthly. This includes but not limited to the Administration of Justice, Law Enforcement Training, State Crime Lab and State Law Library.
  3. Assists the Chief Deputy - Treasury Manager with the yearly Excess Treasurer's Commission distribution and the yearly Final Settlement distribution.
  4. Assists in maintaining proper record retention and destruction per Arkansas State Law.
  5. Prepare daily bank deposit and ensure receipted funds balance with daily deposit. Maintain daily financial reports.
  6. Monitor & process all electronic incoming bank direct deposit notifications.
  7. Responsible for checking for incoming mail in Treasurer's mailboxes, prepare all outgoing mail.
  8. Greet public, county and state officials professionally and in a timely manner, whether over phone or in face-to-face situations.
  9. Answer all incoming office phone calls, phone messages, and fax notifications.
  10. Must perform daily download of all transactions from using bank Cash Manager software, and upload in the proper form to the county specialized financial software to ensure all checks and transactions are legitimate.
  11. Disburse weekly accounts payable checks, this includes printing, disbursement and performing proper ACH entries. Verify all checks against claim vouchers in accordance with legislative audit procedures. File proper reports with the Benton County Clerk.
  12. Process or approve e-payable transactions: By creating and transmitting file to the financial institution. Must download financial reports for monthly e-payable reconciliation.
  13. Create and post journal entries to the county specialized financial software for processing of incoming court orders. Maintains electronic record keeping of all court orders.
  14. Assist in disbursing bi-monthly payroll including performing the proper ACH procedures in a crucial timely manner, obtaining reports, posting data to Treasurer's Excel Ledgers, and uploading payroll checks to the county specialized financial software.
  15. Create and upload positive pay files and register of all checks written to financial institution for fraud prevention.
  16. Complete state and federal tax processing and assist with the employee health benefits ACH file. Must initiate bank debit for the State and Federal tax withholdings by accessing their websites. This is a time sensitive duty to ensure penalties are not incurred.
  17. Receipt, journal and process all Ad Valorem tax settlements received by Tax Collector into Treasurer's Excel Ledgers & county specialized financial software.
  18. Assist with preparing, invoicing, and disbursing of monthly tax distribution to school districts, municipalities, improvement districts, voluntary fire departments and other taxing units.
  19. Assist with updating Treasurer's Excel Ledgers, and county specific financial software, and check register for end of month balancing.
  20. Assists in receipting and maintaining investment portfolios. (Presently 89 million).
  21. Collaborates with the Chief Deputy Treasury Manager on monthly bank reconciliations; this includes maintaining outstanding payroll, accounts payable, and e-payable check records, Treasurer's monthly and year-to-date All Accounts report, total fund balances, and other monthly reconciliation reporting.
  22. Oversee file records to ensure that all information is maintained for quick and easy reference. Most file records are kept electronically, requires ability to scan and file accordingly.
  23. Responsible for updating the Treasurer's webpage on the county website. This includes ensuring all financial data is 100% accurate, uploading monthly tax distribution reports (School, City and Voluntary Fire) to the website and keeping records and data up to date.
  24. Retrieve financial data from Treasurer's and cash management system as needed.
  25. Responsible for monitoring / ordering all office supplies using local vendors and staying within budgeted guidelines to ensure office has an adequate supply available.
  26. Responsible for contacting vendors for office equipment service calls.
  27. Complies and works closely with State Legislative Audit, when financial data is requested.
  28. Provides financial data, upon request, to CPA firms during audits of cities and school districts.
  29. Ensure that office maintains a neat appearance by performing dusting and vacuuming as needed.
  30. Prepare reports and files for year-end closing / opening.
  31. Assists in scheduling on behalf of the County Treasurer.
  32. Create and maintain Microsoft Excel workbooks for financial data record keeping.
  33. Monitors office policies and procedure manuals to ensure they stay updated.
  34. Acts as the public outreach coordinator for special events on behalf of the County Treasurer’s office. Ex. Voluntary events, charities, and school outreach.
  35. Assists County Treasurer with Arkansas County Treasurer's Association continuing education material for meetings, as needed.
  36. Communicates closely with the Accounting department, Payroll Coordinator, and the Communication Director as needed.
  37. Must work closely with other county departments to ensure accurate monthly settlements are processed correctly by the Treasurer's office.
QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

Three years' experience in financial management or governmental accounting preferred. A high school diploma or equivalent is required. Must be highly proficient with Microsoft Word, Excel, and Outlook. This position requires a strong familiarity of a computer network environment with proficient understanding of file saving and transferring procedures. Must be able to produce a significant volume of accurate and thorough work. Must display excellent customer service skills.

OTHER SKILLS AND ABILITIES:

Must have excellent communication and analytical skills. Must be discreet with office information. Appearance must display neat office attire. The incumbent must possess excellent computer and general office practices, procedure skills as well as knowledge in the most current office technology.

WORKING RELATIONS:

Requires contact with all county elected officials and their offices, county school district and municipality contacts, quorum court members, state legislative auditors, jurors, election poll workers, vendors, and other county employees and "the general public".
