Job summary

The Town of Barnstable seeks an Assistant Town Engineer in its DPW Administration and Engineering Division to provide professional, administrative, technical, and supervisory work in planning, managing, developing and coordinating the Town’s water, sewer, roads and marine infrastructure.

The role prepares and administers budgets, analyzes and implements improvements, and assists the Town Engineer in directing the Engineering Section.

Qualifications

  • Bachelor's degree in civil or ocean engineering.
  • More than seven (7) years of progressively responsible relevant experience in planning, design, and construction.
  • Three years of supervisory experience.
  • Massachusetts professional civil engineer registration.
  • Massachusetts Class D driver’s license.

Responsibilities

  • Plan, manage, develop and coordinate the Town’s horizontal (water, sewer, roads) and marine infrastructure.
  • Prepare and administer budgets; analyze, recommend and implement improvements.
  • Assist the Town Engineer in directing and managing the Operations of the Engineering Section.

Job description

Assistant Town Engineer, DPW Admin & Technical

Department: Department of Public Works- Administration and Engineering Division

Provides professional, administrative, technical, and supervisory work in planning, managing, developing and coordinating the Town’s horizontal (water, sewer, roads) and marine infrastructure; prepares and administers budgets; analyzes, recommends, plans for and implements improvements; assists the Town Engineer in directing and managing the operations of the Engineering Section; all other related work as assigned.

Minimum Qualifications:

Bachelors Degree in civil or ocean engineering, and possesses more than seven (7) years of progressively responsible relevant experience in the planning, design, and construction for a broad spectrum of large complex construction projects in Massachusetts; three years of supervisory experience; or the equivalent combination of education and experience.

Registered as a professional civil engineer in the Commonwealth of Massachusetts.

Massachusetts Class D driver’s license required.

Additional Qualifications:

Thorough knowledge of the principles and practices of civil or ocean engineering and of the materials, methods and techniques of public works. Knowledge of state and federal rules and regulations governing public construction. Technical knowledge and experience in design, construction and inspection problems commonly encountered in municipal construction, and engineering activities. Knowledge of Massachusetts procurement laws, contract administration and project management. Working knowledge of computer applications related to engineering functions.

Proven ability to supervise, manage and plan large-scale complex projects. Ability to interpret and follow engineering and architectural plans. Ability to develop and effectively manage large construction budgets. Ability to conduct cost analyses, value engineering and cost management for large-scale construction projects. Ability to prepare comprehensive reports. Ability to prepare and administer grants. Demonstrated ability to meet and deal appropriately and effectively with a large variety of people. Demonstrated ability to plan, assign and supervise the work of subordinates; and to evaluate their performance. Ability to work in a close-knit, team environment.

Strong communication and presentation skills. Proficiency in the use of computers including word processing, spreadsheets, database, PowerPoint, CAD, and engineering design software. Team oriented attitude.
