Job summary

Town of Dracut seeks an Assistant Town Accountant to support financial reporting, accounts payable, internal auditing, and budget processes. You will assist with payroll and vendor bills in the accounting system and ensure compliance with laws and town policies.

The role requires a Bachelor's degree in finance or accounting; a Certified Governmental Accountant is preferred. CORI and drug screening are required, with a 35-hour work week in an exempt, full-time position.

Full Salary Range :$58,640.40 - 83,616.75; Anticipated hiring range: $58,640.40, depending on qualifications and experience

Position: Full-time

Hours:35 hrs./wk.

Grade: 10, Step 1-13

Position Summary:

Under the supervision of the Town Accountant, the Assistant Town Accountant (ATA) is responsible for assisting the Town Account with tasks that involve, but are not limited to all financial reporting, accounts payable, internal auditing, and compliance with applicable laws, bylaws, and town policies. Assists other employees in understanding the town's budget process and in entering the town payroll/vendor bills via the financial accounting system.

Supervision:

Works under the general supervision of the Town Accountant according to established procedures and department policies and standards. Duties require independent judgment and initiative.

Essential Duties and Responsibilities:
  • Performs all duties as mandated in M.G.L. c.41, §§ 55-61.
  • Assists in the expenditure of Town funds, examines vouchers, department bills and payrolls, and as approved, prepares warrants for approval by the Town Manager
  • Performs a variety of complex and responsible duties to ensure that municipal transactions conform to the law and accepted accounting practices.
  • Assists in maintaining and reconciling the Town's general ledger.
  • Maintains the town's fixed asset system.
  • Conducts internal audits as assigned; prepares computer-generated departmental statements of expenditures and revenues.
  • Assists Departments in budget tracking and account receivables.
  • Prepares necessary statistical, financial and other reports as required by the Town Manager and Finance Director or to comply with federal and/or state laws, rules and regulations
  • Performs all other duties as assigned.
Education & Experience:

Bachelor's degree in finance, accounting, or related fields required. Certified Governmental Accountant Certificate is preferred but can work toward such while on the job. A minimum of at least one (1) year of municipal experience in the public sector is desirable.

Knowledge, Ability & Skill:
  • Must be able to effectively interact with members of other town departments.
  • Must be well organized and comfortable working under time constraints.
  • Must have basic knowledge of GAAP, UMAS, and GASB regulations.
  • Must be computer literate and knowledgeable in the use of spreadsheets.
  • Must be able to communicate both orally and in writing.
  • Must be able to work under moderate noise level.
  • Must be able to work under occasional stress generated by deadlines and the nature of public policy making.
  • Must be able to operate normal office equipment and computers.
  • Ability to read, analyze, and interpret common financial reports and legal documents.
  • Ability to respond to common inquiries from employees, vendors and contractors.
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

  • Full-time, 35 hours per week position. Hours may vary to include department coverage, occasional evening meetings or as projects require.
  • Work is performed in office conditions. Workload varies according to administrative deadlines and seasonal requirements.
  • The employee operates standard office equipment, i.e. computer, photocopier, fax, printer, mail machine, telephone, etc.
  • Errors could result in delay or loss of services, legal repercussions and monetary loss.
