Job description

The Office of the Commissioner of Banks (OCOB) is responsible for the chartering and regulation of North Carolina’s state banks, trust companies, mortgage companies, as well as registration and licensing of various financial institutions operating in North Carolina. Our mission is to promote and maintain the strength and fairness of the North Carolina financial services marketplace through the supervision and regulation of financial service providers in that marketplace.
An Assistant Team Supervisor duties include but are not limited to:

  • Review examiner work products for accuracy and adequacy on each exam.
  • Directly supervise contributing level and entry journey level examiners and coordinate development. (Competency assessments, product/exam review, performance management, time approval, etc.)
  • Interprets laws and regulations related to new and/or unusual circumstances in consultation with the OCOB Legal Department;
  • Uses available resources to stay current in banking and regulatory matters,
  • Applies knowledge of staff availability, skills and resources to make work assignments in order to achieve team goals;
  • Perform examination duties on examinations, targets, and visitations.
  • Monitor a portfolio of banks.
  • Perform work independently and as a team member to complete projects assigned as needed.
  • Proficient in making oral presentations to OCOB executive management and industry representatives suited to the characteristics and needs of the audience. Prepares reports of examination and is proficient in conveying, both orally and in written form, examination findings and recommendations.
  • Demonstrates comprehensive knowledge of laws and regulations of the financial industry;
  • Displays knowledge of regulations to facilitate discussions with direct reports and industry representatives;
  • Demonstrates ability to identify and document violations of applicable laws and regulations;
  • Possesses and applies comprehensive knowledge of standards and best practices related to the Banking Industry, in order to make recommendations to industry representatives;
  • Demonstrates thorough knowledge of applicable IT systems utilized by OCOB and the ability to develop new processes to increase examination efficiencies.
  • Demonstrates ability to collaborate with internal and external colleagues to schedule examinations, visitations, and other supervisory events of regulated institutions to ensure regulatory requirements and expectations are met;
  • Demonstrates thorough understanding of career development programs and facilitates career development of staff by establishing work expectations and reviewing performance.
  • Demonstrates ability to achieve program goals.

Bachelor’s degree in a related field (banking, finance, business, accounting) and a minimum of 2 courses of accounting AND at least five (5) years of RECENT professional experience examining financial institutions on behalf of a state or federal regulatory body, or any combination of these or an equivalent combination of education, training, and experience.
Performance level should equate to that of a mid-level journey to advanced career progression examiner. Proven ability to work with federal agencies on joint examinations in a professional and effective manner.
