Job description

This employee supervises personnel assigned to inspection of construction projects for the Department of Water Works. Employee ensures that all assigned projects adhere to applicable codes and standards; ensures inspections of water main, facility, and other assigned construction projects are performed properly; performs management and supervision duties, and provides responsible support to the assigned supervisor. Performs related duties as required.

Knowledge of:
  • Principles and practices of construction inspection.
  • Water distribution equipment and services.
  • Construction practices related to assigned field and projects.
  • Federal program guidelines and related compliance issues.
  • Principles of relevant city and state governing bodies.
  • Effective techniques for employee supervision and motivation.
  • Applicable codes, standards, and guidelines for assigned field.
  • ODOT Specification pertaining to water main and utility construction.
  • City Supplement to ODOT standards, specifically sections related to water main construction.
Skills to:
  • Conduct inspections of assigned projects.
  • Operate a computer and other standard office equipment.
  • Conduct quality control reviews of inspection reports and ensure proper documentation of findings.
  • Prepare training materials and conduct on-the-job training for new inspectors.
  • Maintain accurate and complete records of inspections and project documentation.
  • Operate assigned vehicle (as required).
  • Be an excellent communicator.
Abilities to:

Minimum of four years of experience in technical work inspecting construction projects, reviewing construction plans, and assisting with water distribution or gas systems.

A Construction Management certificate or an associate degree may substitute for 2 years of experience.

Other Requirements:
  • Valid Driver's License.
  • Excellent communication and team-building skills.
  • Willingness to work irregular hours and weekends.
Military Education & Experience:

May be substituted for relevant college coursework and apprenticeship training based on ACE recommendations.

Environmental & Physical Conditions:

Combination of office and field work; outdoor work may involve uneven surfaces; travel required. Must maintain physical condition for prolonged sitting, standing, walking; operate vehicle; good audiovisual acuity; manual dexterity.
