Job description

Position Overview

HDR will be assisting and supporting Caltrans to provide consultation, research, professional, technical and field services for Structure Construction Engineering and Inspection and Construction Contract Administration Services under the Caltrans Structure Construction contract for District 59.

In this role, you will serve as the Assistant Structures Representative and support the Structures Representative and Resident Engineer in ensuring the quality, compliance, and documentation of highway construction projects.

Responsibilities

• Conduct field inspections to assure materials and workmanship meet approved plans and specifications.
• Take corrective action for non‑conforming materials or workmanship, including ordering removal and replacement.
• Perform calculations for proper alignment and placement of bridge and structure elements, establish surveying control lines and grade.
• Assist with calculations and review of shop drawings, informational and action submittals.
• Collaborate with construction contractors to ensure compliance with plans, quality standards, construction activity and Cal/OSHA regulations, and regulatory permit agency requirements.
• Prepare contract‑related documents such as change orders, quantity estimates, potential claim reports, response letters, and RFIs. Maintain daily diaries of construction activities and inspections. Develop monthly contract quantity estimate documents.
• Assist in recording and filing project‑related records including daily reports, submittals, shop drawings, monthly pay estimates, and job expenditures.
• Perform verification sampling and testing to confirm acceptability of construction materials per ASTM or CT methods.
• Remain flexible to work days, nights, weekends, and travel to field sites, often in challenging environments including confined spaces and remote locations.

Preferred Qualifications

• Minimum of 2 years of education beyond high school in engineering or surveying.
• Minimum of 4 years of structure‑construction inspection experience on major public works projects.
• Valid driver’s license, Standard First Aid certificate, and certification in ASTM or CT sampling and testing of fresh Portland cement concrete.
• Knowledge of construction surveying for control lines and grades per Structure Construction Practices.
• Proven problem‑solving, documentation, and verbal communication skills.

Required Qualifications

• High school diploma or equivalent (or 8 years of relevant construction inspection experience to substitute).
• Minimum of 5 years of relevant experience.
• Proficiency with MS Office (Word, Excel, Outlook).
• Ability to work independently and as part of a team.
• Active participation in HDR’s employee‑owned culture.
• Compliance with HDR’s Drug and Alcohol Policy and potential drug‑screen requirement.
• Position does not sponsor U.S. work visas.
