RICHLAND COUNTY, SOUTH CAROLINA CLASS DESCRIPTION 2020 CLASS TITLE: ASSISTANT SOLICITOR I

GENERAL DESCRIPTION OF CLASS The purpose of the class is to prepare and prosecute criminal cases in a proper, efficient and orderly manner; to supervise the work of subordinate support staff as assigned, and to perform related professional, administrative and supervisory work as required. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.


ESSENTIAL TASKS


  • Assists in coordinating and supervising the activities of the Solicitor's Office and coordinating office resources in order to ensure the prosecution of cases in a proper, efficient and orderly manner.

  • Supervises subordinate support staff as assigned. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; acting on employee problems.

  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.

  • Interprets and implements complex legal issues within office policy and the doctrine of legal ethics.

  • Reviews criminal incident reports from all law enforcement agencies that operate in Richland County.

  • Prepares and tries criminal cases; prepares indictments; conducts pre-trial conferences; negotiates with attorneys; diagnoses cases and determines best case strategies; conducts preliminary hearings; participates in case investigation, including crime scene investigation, interviewing witnesses and victims, and examining evidence; researches legal issues affecting cases; applies the law to facts of a criminal case; determines sentence desired; evaluates and prepares witnesses for trial; selects juries, etc.

  • Prepares bench warrants, affidavits, search warrants, legal briefs, motions, orders, petitions, subpoenas, court dockets, indictments, guilty plea sheets, agreements, and other legal documents.

  • Present and argues prepared cases in court as assigned.

  • Works closely with victim advocates ensuring that services are provided to ensure compliance with the Victim's Bill of Rights.

  • Assists law enforcement agencies requiring legal advice about the investigation of any criminal matter.

  • Receives and responds to client or public inquiries, concerns and complaints in areas of responsibility.

  • Assists in coordinating department activities and functions with those of other County Departments, municipalities and outside agencies as appropriate.

  • Plans and gives presentations to various community / civic organizations as requested.

  • Maintains files; compiles data for and prepares various reports and statistics as required by the Department, County and/or other agencies.

  • Attends professional conferences, training, seminars, workshops, etc., as necessary to maintain job knowledge and skills.

  • Position is on-call 24/7.

  • All other duties as assigned.


VOCATIONAL/EDUCATIONAL AND EXPERIENCE

Compensation Range: $68,916.47 - $110,173.33
