Eureka Multifamily Group is seeking an Assistant Property Manager with Project Based Section 8 and LIHTC experience. Responsibilities include supporting daily property management operations, performing administrative tasks, organizing viewings, handling resident relations, inspecting property conditions, and coordinating maintenance. The role ensures compliance with regulations such as Section 42, HUD 4350, LURA, and applicable federal and state laws.

Essential Job Responsibilities
COMPLIANCE & PROPERTY MANAGEMENT
  • Maintain accurate property records, including lease and general files, secured properly.
  • Complete required reports accurately and timely.
  • Regularly inspect properties for maintenance and curb appeal.
  • Lease to households meeting income restrictions and rental criteria, following HUD guidelines.
  • Ensure application paperwork complies with program requirements, with manager signatures.
  • Manage lease renewals and certifications per HUD/CA/TC guidelines, including re-certifications and notifications.
  • Assist in audit preparations and ensure on-site compliance.
  • Handle record-keeping and reporting per HUD/TC/ADHP/HOME/Bond regulations.
  • Maintain waiting and transfer lists per guidelines.
FINANCIAL
  • Manage expenses within budget.
  • Collect rents, enforce delinquent account procedures, and initiate evictions if necessary.
  • Keep accurate rent collection records.
  • Record security deposits and other charges, and calculate escalations.
  • Perform other duties as assigned.
PERSONNEL
  • Manage maintenance and staff in the absence of managers.
ADMINISTRATIVE
  • Ensure lease files are complete and properly executed.
  • Schedule viewings, conduct tours, and interview prospects.
  • Process applications, credit checks, and negotiate contracts.
RESIDENT RELATIONS
  • Maintain high resident satisfaction, address questions and complaints promptly.
  • Assist residents with move-in procedures and ensure a safe, clean environment.
  • Maintain organized resident records and report issues.
MAINTENANCE
  • Track and respond to work orders within 24 hours.
  • Ensure property standards are maintained and coordinate maintenance activities.
MARKETING/LEASING
  • Create and distribute marketing materials.
  • Lease to prospective residents, negotiate leases, and renewals.
  • Follow affirmative marketing standards, including HUD Fair Housing plans.
SAFETY
  • Report liability and incident issues immediately.
  • Follow safety guidelines outlined by management.
Knowledge/Skills/Abilities
  • Strong knowledge of HUD policies, Project Based Section 8, LIHTC, and related regulations.
  • Experience in property management or real estate.
  • Excellent communication, organizational, and time management skills.
  • Proficiency in Microsoft Office and bookkeeping.
Education, Experience & Certifications
  • High school diploma/GED required; degree in business, management, or real estate preferred.
  • Minimum 1 year of affordable housing property management experience, including HUD and Section 8.
Physical Demands & Working Conditions
