About The Position

Dexis is recruiting a highly qualified Assistant Program Manager (PM) to help lead a multiyear contract in support of the U.S. Trade and Development Agency (USTDA). This role involves overseeing comprehensive evaluations of USTDA-funded infrastructure development activities worldwide—ranging from feasibility studies to pilot projects and reverse trade missions—with a focus on promoting U.S. exports and sustainable development.

The Assistant Program Manager will assist the oversight of a team of analysts and subject matter experts to deliver up to 350 evaluation reports annually and a final aggregated report, all in compliance with USTDA’s monitoring, evaluation, and learning (MEL) framework.

This position is based in Washington, DC and is contingent upon contract award. This Assistant PM role will be a part-time or consultancy position.

Responsibilities

  • Serves as a point of contact with USTDA, representing the contractor at meetings and briefings.
  • Assist the implementation of the annual evaluation plan, ensuring alignment with USTDA’s M&E policy and Evaluation Report Template.
  • Coordinate all team members and manage staffing, onboarding, and performance.
  • Review and approve deliverables prior to submission to USTDA, including biweekly individual evaluations and the annual final report.
  • Monitor performance against biweekly submission targets and maintain quality assurance protocols.
  • Ensure compliance with government-furnished equipment (GFE) and security protocols.

Qualifications

  • Bachelor’s degree required; advanced degree in international development, public policy, or related field preferred.
  • Minimum 5 years of experience managing teams performing evaluations or technical work of comparable size, scope, and complexity.
  • Knowledge of foreign assistance, export promotion, and large-scale infrastructure projects.
  • Demonstrated experience in client-facing leadership roles on U.S. Government contracts.
  • Authorization to work within the US required.

Preferred Qualifications

  • Knowledge of or experience with USTDA’s mission, operating regions, and sectors, especially energy, transportation, and telecommunications.
  • Familiarity with U.S. export tracking, development finance institutions, and public-private partnerships.
  • Professional proficiency in at least one required language: Spanish, Portuguese, or French. Other desired languages: Arabic, Hindi, Mandarin.
