Job summary

Vision Point Systems is seeking a Program Manager to support Navy/USMC Corrosion Prevention and Control RDT&E efforts, overseeing planning, execution, and delivery of program requirements. You will assist senior program managers with schedule management, financial tracking, risk management, and stakeholder coordination to ensure mission-focused results.

The role requires strong PM fundamentals, organizational skills, and the ability to manage multiple priorities in a fast-paced environment.

Qualifications

  • Bachelor’s degree in Business, Management, Engineering, Physical Sciences, or related field.
  • 3–6 years of program management, project management, engineering management, or defense contracting experience.
  • 1+ years of supervisory experience.
  • Ability to manage multiple tasks and deadlines.
  • Strong PM concepts and tools knowledge (schedules, trackers, budgets, action items).
  • Familiar with budgets, spend plans, and earned value management (EVM).
  • Strong written and verbal communication, organization, analytics, and planning skills.
  • US citizenship and ability to obtain Secret clearance.
  • Willingness to work across DMV offices (Bethesda, Olney, DC).
  • MS Office proficiency including Project or Planner and Teams.

Responsibilities

  • Supervise staff and ensure milestones and project execution align with requirements.
  • Coordinate with engineering, logistics, contracts, and partners to align program objectives.
  • Monitor program performance, deliverables, funding status, and task execution.
  • Support budget tracking, scope of projects, labor forecasting, and EVM.
  • Prepare status reports, executive summaries, and briefing materials for leadership.
  • Track program risks, issues, and mitigation plans.
  • Maintain compliance with Navy/DoD/DoW policies.
  • Develop lab test plans; conduct analyses and interpret results.
  • Field investigations, data analysis, and technical writing.
  • Other programmatic duties as assigned.

Job description

Vision Point Systems isseekingaProgram Manager to support the overall planning,executionand oversight of ourNavy/USMC Corrosion Prevention and Control RDT&E efforts.This position will support the maintenance and growth of theseprograms.

The role will assist the VPS senior program manager and government managers and technical subject matter experts with schedule management, financial tracking, risk management, stakeholder coordination, and program deliverables to ensure successful program execution in support of mission requirements. Strong candidates will have robust organizational and planning skills, including strong project management fundamentals, are highly self-motivated and creative thinkers, and are able to manage multiple priorities in a fast-paced environment.

Duties include, but are not limited to, the following:

  • Supervise/oversee staff, ensure milestones,and project execution occurs in alignment with program and contract requirements.
  • Coordinate with multiple internal and external stakeholders such as engineering,logistics, contracts, and academic partners to ensure alignment with programobjectives.
  • Monitor program performance, deliverables, funding status, and task execution.
  • Support budget tracking, scope of projects, labor forecasting, earned value management (EVM), and financial reporting activities.
  • Prepare status reports, executive summaries, and briefing materials for government leadership.

  • Maintain strong customer relationships and provide responsive support to government stakeholders.

  • Bachelor’s degree in Business, Management, Engineering, Physical Sciences, or related field.
  • At least 3–6 years of program management, project management, engineering management, or defense contracting experience.
  • Must have 1+ years of supervisory experience.
  • Ability to work on multiple tasks simultaneously and meet deadlines.
  • Strong understanding of program/project management concepts and tools (e.g., schedules, trackers, budgets, action items).
  • Must be familiar with financial tracking such as budgets, spend plans, and earned value management.
  • Must have strong written and verbal communication skills.
  • Must have strong organizational, analytical, and planning skills.
  • Ability to manage multiple priorities in a fast-paced environment. Must be able to work independently and highly motivated.
  • Proficiencywith Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Project or Planner, and Teams)
  • Must be able to obtain andmaintaina Secret level security clearance. Requires US citizenship.
  • Must be willing to work in various offices in the DMV, including Bethesda, MD; Olney, MD, and Washington, DC in order to meet customer requirements.
Desired skills:
  • Current Secret level security clearance is a plus.
  • PMP or CAPM certification preferred but not required.
  • Experience working with and supporting US Navy, Army, and/or US Marine Corps programs is highly desired.
  • Technicalexpertisein materials science/engineering (especially corrosion and coatings), electrical engineering, mechanical engineering, and military vehicles andshipsis desired.
  • Experience with data analysis and statistics is a plus.
