Job summary

City of Boston seeks a payroll analyst to lead analysis and implementation of Collective Bargaining Agreements, develop work plans, and build processes responsive to CBA implementation. The role includes planning, testing, and implementing patches and upgrades to time and labor and payroll systems.

The position supervises the City Payroll process weekly, maintains configuration tables, and liaises with Labor Relations for payroll deductions and updates.

Qualifications

  • Bachelor's degree in Business or another related field is strongly preferred.
  • 4+ years of full-time or equivalent payroll experience.
  • Demonstrated ability to exercise good judgment and attention to detail.

Job description

Under the direction of the Director of Payroll, facilitates the analysis of Collective Bargaining Agreements, develops work plans, and builds processes to be responsive to Collective Bargaining Agreement implementation. Participates in planning, organizing, testing, and implementing patches/fixes/upgrades to time and labor and payroll systems.

  • Supervises and executes the City Payroll process to completion every week.
  • Maintains and updates payroll configuration tables.
  • Monitors and participates in high-volume transaction load processing.
  • Supervises personnel and directs the activities of time and labor/payroll specialists citywide. Interprets and ensures adherence to all approved rules and regulations.
  • Facilitates the analysis of Collective Bargaining Agreements, develops work plans, and builds processes to be responsive to Collective Bargaining Agreement implementation.
  • Liaison with Labor Relations and other departments for ongoing updates to payroll for related payroll deduction processes, especially related to new collective bargaining agreements.
  • Liaison with all (voluntary deduction) vendors related to payroll deductions and garnishments
  • Develops administrative procedures by conducting studies of current procedures to determine feasibility of improvements to the time and labor/payroll function to strengthen internal controls, eliminate duplication of effort, and improve the efficiency of operations.
  • Oversees and participates in technical troubleshooting to ensure effective resolutions.
  • Gathers and researches data to analyze fit and gap analysis between administrative needs and system capabilities.
  • Evaluates program requests made by department time and labor/payroll specialists and works with these departments for resolution of their requests.
  • This position is the liaison and project manager for Audit planning, organizing, testing, and implementing upgrades (PUMs) to PeopleSoft payroll systems.
  • Plans and coordinates citywide employee development and in-service training for time and labor/payroll.
  • Develops performance measures and goals, conducts performance evaluations.
  • Develops and maintains interdepartmental lines of communication. Assists the Independent Auditors, as needed, in any and all audits and reviews.
  • Participates in a variety of special projects.
  • Performs other related duties as required.
  • A Bachelor's degree in Business or another related field is strongly preferred.
  • A minimum of four (4) or more years of full-time or equivalent part-time professional experience in payroll-related functions.
  • Ability to exercise good judgment and focus on details as required by the job.
  • Demonstrated experience in using Microsoft Office and Google Suite.
  • Experience with HR/Payroll Database software; PeopleSoft HR/Payroll/TL v9.2 preferred.
  • Familiarity with City of Boston payroll practices and policies may be substituted for two (2) years of the required experience. Appropriate education substitutions may be made.
