The salary reflected represents the base pay for this position and does not include any differential for time-of-service pay for state tenure.

We are recruiting to fill a Senior Program Specialist position to perform highly responsible professional duties serving as a special assistant to the appointing authority. This position performs a variety of duties to assist with the management of the court and to facilitate timely and accurate processing of cases through the court system. May also assist the appointing authority with such tasks as preparation of the annual budget, court organization and special projects for the court. The work of an employee in this position requires a high degree of attention to detail, the ability to manage multiple tasks simultaneously, and the ability to complete work within scheduled deadlines.

Position Summary:

Perform supervisory and professional accounting duties to maintain accurate financial records for the organization. This role leads the accounting team, optimizes financial workflows, processes complex court and tax disbursements, and ensures robust general ledger management using Sage and SMC systems.

General Duties:
  • Supervise and train accounting staff and supervisors.
  • Coordinate work assignments and daily team activities.
  • Evaluate work processes to ensure optimal workflow efficiency.
  • Assist in managing employee lifecycle processes including interviewing, hiring, and conducting performance evaluations.
  • Review and approve timesheets and leave requests for supervisors and staff.
Financial Operations & System Management:
  • Manage general ledger accounts within Sage, including creating new accounts and closing obsolete ones.
  • Approve closed e-filing sessions and review daily e-filing settlement reports within SMC.
  • Reconcile bank deposits and clear matching transactions in SMC.
  • Monitor and clear open items reports regularly.
  • Process fee voids to correct charge codes, disposition errors, and entry mistakes.
  • Monitor the departmental mailbox and handle incoming accounting correspondence.
Disbursements, Revenue & Reporting:
  • Facilitate fund disbursements for garnishments and judge/director-approved reimbursements.
  • Execute payout orders accurately and in compliance with court guidelines.
  • Receipt tax offset payments into the SMC system.
  • Generate and distribute the Monthly Municipal Division Summary Report to external stakeholders.
Required Knowledge, Skills, and Abilities:
  • System Expertise: Considerable knowledge of data processing systems, financial software analysis, and accounting workflows.
  • Innovation & Adaptation: Ability to develop new methods and procedures to meet changing operational needs.
  • Analytical Skills: Ability to interpret complex financial data and prepare complete, accurate accounting reports.
  • Interpersonal Skills: Ability to establish and maintain effective working relationships with employees, judicial and court personnel, and the general public.
  • Independently manages a specialized program or project where the complexity is reflected by limited direction and scope. Identifies areas that need improvement in regard to efficiency, economy, and effectiveness.
  • Motivates and develops members of the team in order to encourage cooperation and foster commitment.
  • Reviews the organization of the court and makes recommendations regarding the transfer of court resources so they may be better utilized to provide better workflow and a more efficient court operation.
  • Reviews the court’s automation needs and coordinates with information technology professionals with the county and the Office of State Courts Administrator regarding the installation of new and upgraded court automation systems and maintenance of current systems.
  • Prepares various statistical and financial reports as required and conducts a variety of special projects.
Minimum Qualifications:

Bachelor’s Degree in a related field and three years of varied administrative experience performing duties related to public administration

Preferred Qualifications:
  • Advanced knowledge of court procedures and policies, legal documents, laws and legal terminology pertaining to the court.
  • Advanced knowledge of the organization, operations, functions and scope of authority of the court.
  • Ability to work independently and manage time effectively while handling a high-volume workload in an environment subject to frequently changing priorities and high stress.
  • Ability to spend majority of time on highly complex independent work based on programs and projects that do not receive a high level of direction or supervision.
  • Ability to identify and analyze problems in order to effectively recommend solutions.
