Application Deadline: July 6, 2025PURPOSE: The purpose of this position is to supervise, administer, organize, coordinate, plan, and assist the Communications Manager with Communications Division functions, operations, and supervision in accordance with all statutes, laws, ordinances, and regulations regarding Public Safety Communications for which the Police Department is accountable.
DUTIES: Duties and responsibilities include participating in short and long-range planning activities, budgeting, supervising staff, scheduling and training of staff; overseeing quality assurance, providing for the efficient and effective delivery of services, ensuring all requests for assistance from citizens or emergency units are received and dispatched to the appropriate agency in a timely and accurate manner; reviewing computer data entries and keeping accurate records of all activities; working cooperatively with other agencies and departments to achieve the highest level of cooperation and to enhance the effectiveness and efficiency of Public Safety within the City of Bowling Green.
- Oversees quality assurance program to ensure calls for service are handled professionally and courteously and that appropriate personnel and equipment are promptly notified and assigned.
- Supervises, directs, and evaluates Communications Supervisors; handles employee concerns and problems; directs work, counsels, and handles job performance issues for Communications Center personnel, including but not limited to performance evaluations, citizens complaints, recognition for performance excellence and corrective measures or discipline for unsatisfactory performance; keeps the Communication Manager informed of all Communication Center activities; acts as Communications Center Supervisor in their absence; supervises GIS mapping for the 911 system.
- Acts as a liaison between the Professional Standards Bureau and the Communications Division and oversees, directs, and evaluates the Communications Training Officer program.
- Monitors radio and telephone traffic to ensure all procedures and policies are followed, and all tasks are performed professionally; oversees the operation of E911; responds to requests for information from police and fire employees and citizens; reviews CAD entries for accuracy.
- Responds to operational calls that require 24-hour availability for emergency dispatcher or equipment needs; performs regular dispatching duties in cases of shift shortage, busy periods, major events, or any unusual or emergency condition; performs multiple tasks simultaneously; takes appropriate action when presented with a stressful life/death situation; remains calm under all circumstances.
- Coordinates communications for city police, city fire, and county fire departments; assists in coordinating communications for special events; coordinates communications for Warren County Emergency Management and the Emergency Operations Center when necessary.
- Meets with City and County fire officials to coordinate fire dispatching; coordinates communications with local agencies such as the Medical Center EMS and the Local Emergency Planning Committee.
- Plans, coordinates, and participates in disaster emergency service exercises; oversees warrants and domestic violence orders maintained in the Communications Center.
- Plans and maintains a schedule for dispatchers to ensure full staff at all times; adjusts the schedule and staffing levels, utilizing overtime when necessary; reviews leave for dispatchers and maintains leave records.
- Coordinates maintenance for Communications Division equipment and departmental equipment, including but not limited to Computer Aided Dispatching system, radio systems, LINK/NCIC computer equipment, voice logging system, building security system, generators for the Communications Center, UPS and battery systems for police building, police building telephone system, copiers, printers, recorders, radios, and E911 equipment, to ensure proper working order, and recommends upgrades of those systems.
- Assists the Communications Manager with budget preparation for the General Fund, landline E911, wireless E911, and 800 MHz radio system; assists in monitoring budget compliance; prepares procurement requests for uniforms, supplies, and equipment.
- Assists with interdepartmental duties and city activities, as needed. Provides public education regarding the Communication Center and activities whenever necessary, facilitates and participates in recruitment activities.
- Attends shift meetings, training courses, conferences, and professional organizations as offered by the department, or as required, to remain informed of departmental operations, promote improved job performance, and remain knowledgeable about communications technology and practices, crime prevention, community relations, and of changing state/municipal codes and criminal/civil case law; revises and updates procedures for the Communications Division manual and updates resource materials as needed.
- Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when their activities or investigations are related to ongoing investigations being conducted by the Bowling Green Police Department; works to achieve the highest level of cooperation and efficiency possible.
- Maintains a general working knowledge of all communications equipment, including the ability to analyze equipment failures, repair minor problems, or ensure the proper service provider is notified in a timely manner.
- Administers operation of Computer Aided Dispatching (CAD) system; programs files as needed to maintain the accuracy of the information; supervises GIS Mapping Assistant to ensure the accurate and timely updates of street and locations files, newly annexed areas, streets, and subdivisions, works with various other departments or agencies such as the City/County Planning and Zoning Commission to obtain and verify information; programs police and fire response areas and CAD unit response recommendations to ensure accurate emergency responses; builds and maintains new files when necessary including new officers, unit numbers, and personnel files, coordinates with public safety software vendor and City Information Technology Department to resolve problems or make enhancements to the system.
- Maintains E911 telephone systems in the Communications Center; coordinates with telephone and E911 service providers to resolve problems or make system enhancements; ensures 911 remains functional without service interruption.
- Maintains and ensures proper working order of the dispatch console radios, mobile radios, and portable radios; coordinates repair or maintenance when necessary; maintains inventory list of all radios; administers radio report management system running reports of the system on usage and analyzing data when required.
- Oversees LINK/NCIC functions and supervises duties of Terminal Agency Coordinator, ensuring accuracy and validity of records entered into LINK/NCIC.
- Ensures files and data are properly archived, maintained, released, and destroyed in accordance with applicable departmental policies and records retention laws; oversees the release of records to comply with open records requests and court subpoenas; testifies in court when necessary to explain Communication Center procedures or to authenticate or explain written or recorded material.
- Participates in the integration, purchase, maintenance, and replacement of all Communications Center equipment, consults with vendors and other City departments on equipment purchases, and oversees contracts and maintenance agreements on equipment.
- Performs other related and administrative duties as required.
REQUIREMENTS: Bachelor’s degree in Public Administration, Business Administration, or related, with three to five years of progressive administrative, supervisory experience, preferably within a local government (or related) required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Must be state certified in NCIC/LINK and telecommunications and maintain certification. If certification is expired must be eligible to recertify within one year of hire date. Requires a thorough understanding of communications dispatcher duties, related policies and procedures, and knowledge of emergency service work.
SALARY: Pay Grade G14 $80,718/annaully, $38.80/hourly; plus full benefits package
WORK HOURS: 40 hours per week , 8:00 AM - 4:3- PM with occasional overtime
HIRING PROCESS: The employment process includes: Application; completion and submission of the Bowling Green Law Enforcement Application and Pre-Polygraph Questionnaire; completing the Suitability Inventory (SUIT), typing test, and oral interview. Due to access to confidential police records and information, a polygraph test and an extremely thorough background investigation are also required. The investigation will require the applicant to submit considerable information regarding employment, residence, criminal, and credit history, and will include investigator interviews with family members, neighbors, and current and former co-workers and employers. Dispatchers are subject to random drug testing.
