Burns & McDonnell in US-VA-Richmond is seeking an Assistant Land Use Planner to support land use design, assess population and environmental factors, and help obtain permitting for projects such as transmission lines and water treatment facilities. You will assist with plan reviews, reports, and zoning analyses.

The candidate should have a bachelor’s in Urban and Regional Planning and be proficient with GIS. A driving license and a strong GPA are preferred.

Qualifications

Basic knowledge of City-County planning and zoning ordinances.
Basic knowledge of state planning laws and zoning operations.
Ability to use GIS, mapping and spatial analysis tools.
Valid driver's license required.

Description

The Assistant Land Use Planner will assist in preparing technical design plans for land use, evaluate population numbers and environmental and economic factors. This position will be responsible for assisting in obtaining permitting applications and analyzing environmental data for various types of projects, including high-voltage transmission line routing, power generation construction activities and water treatment facilities.

Assist in reviewing site design plans, development plans, preliminary plats, parking plans, sign plans, landscaping plans and related plans and proposals as submitted by the public.
Assists on-site reviews and documents compliance with site plans.
Assists with written and oral reports to project managers and project team.
Assists with investigating complaints of zoning violations, prepares related reports and provides information and analyses to the project managers and project team.
Assists in drafting revisions and amendments to the zoning ordinance required by the client and the project.
Assists in the creation, implementation and administration of any necessary permit procedures, including measures to protect caps, vegetation and erosion control and describes and explains processes and procedures to the project team.
Assists with floodplain administration, prepares drainage report reviews and documents flood events on digital photos.
Assists with investigations and analysis of public and private development plans to ensure compliance with federal and state policies.
Assists with monitoring efforts of transportation and other public infrastructure needs to ensure coordination with planning activities.
Assists with presenting current affairs and trends in land use planning and development to the project management team.
Responds to questions relating to land use codes by the client and project team.
Performs other duties as assigned.

Qualifications

Bachelor Degree in Urban and Regional Planning or a directly related field required.
Basic knowledge of City-County planning and zoning-related ordinances, rules and regulations.
Basic knowledge of state laws and regulations pertaining to planning, subdivisions, historic preservation, and zoning operations.
Basic knowledge of economic development principles as related to impacts on land use development.
Ability to use GIS, mapping, surveys and related spatial analysis tools and software.
Familiar with architectural and construction terms, materials and general practices; ability to read and review construction plans, working drawings and sketches.
Ability to use logical thought processes to develop solutions according to written specifications and oral instructions.
Ability to perform a wide variety of difficult technical tasks with accuracy and speed under the pressure of time-sensitive deadlines.
Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and technology.
Basic knowledge in word processing, spreadsheet, power point and database applications appropriate to assigned duties
Must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy.
Valid driver's license required.
Minimum of a 3.0 GPA strongly preferred.
Involvement on campus or in the community preferred.
