The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country; its mission is to combat municipal corruption. DOI serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.

DOI's Squad 10, which oversees City agencies including the Department of Transportation (DOT), Department of Environmental Protection (DEP), Department of Design and Construction (DDC), and Department of Parks and Recreation (DPR), seeks a highly skilled and motivated auditor to serve as an Assistant Inspector General for Audit. DOI's Inspector General for these agencies oversees a majority of the City's capital budget and important projects involving the City's construction of public facilities, delivery of clean drinking water and working sewers, water mains, and tunnels; transportation infrastructure such as roads, bridges, and ferries; and the maintenance of parks and open spaces.

The Assistant Inspector General for Audit will participate in and conduct confidential and sensitive financial investigations regarding allegations of fraud or other corrupt activities that may involve New York City officials, employees and persons or entities doing business with the City. The AIG will be expected to independently conduct complex financial investigations to identify fraud, waste, and misconduct, and to prepare written work product derived from those investigations, such as reports and memoranda.

The candidate selected for this position will perform assignments that may include, but are not limited to: examining and analyzing financial data and reports; conducting forensic, financial, and programmatic reviews and audits; conducting interviews; conducting reviews of subpoenaed records; doing research to develop investigative leads; writing reports and referral letters; and, if necessary, testifying at hearing and court proceedings. The AIG will also play a limited role in overseeing other investigators.

Applicants should submit their resume and a cover letter indicating their interest in the position and explaining how their experience qualifies them for the role. Writing samples a plus, but not required.

If selected, the candidate will be fingerprinted and undergo a background investigation. In addition, for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A).

Minimum Qualifications

  • A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or
  • A baccalaureate degree from an accredited college or university; or
  • Education and/or experience equivalent to "1" or "2" above.

Preferred Skills

  • A baccalaureate degree or higher from an accredited college in forensic accounting, accounting, finance, or a related field is required. 2. At least FOUR (4) years of satisfactory full-time professional experience in conducting complex financial investigations and forensic audits, including at least TWO (2) years of experience at a law enforcement agency, investigative agency, inspector general's office, or investigations and audit firm serving in an investigative role (Agent, Analyst, Auditor, or similar roles). 3. Certified Public Accountant (CPA), Certified Forensic Auditor (CFA), Certified Government Auditing Professional (CGAP), Certified Internal Auditor (CIA), Certified in Financial Forensics (CFF), and/or Certified Fraud Examiner (CPA) a plus. 4. Proven ability to perform complex financial analyses, analyze internal controls and policies, conduct interviews, write detailed reports, and provide testimony. 5. Demonstrated ability to function independently, with minimal supervision, to conduct investigations and balance an active caseload of multiple cases on a short timeline. Possess excellent organizational skills and proven ability to manage time efficiently in a fast-paced environment. 6. Experience with investigations into government agencies, procurement, and/or contracts. Specific experience with investigations into the construction industry, infrastructure projects, and/or engineering is a plus. 7. Experience working with federal, state, and city prosecutors on complex investigations and cases. 8. Strong interpersonal, written, and analytical skills. 9. Proficiency in Microsoft Office, advanced Excel skills, including V-lookup and pivot tables, bank statement scanning software, and various computer programs. Experience with CFIS a plus. 11. Ability to work well with all levels of staff and management. 12. Demonstrated ethics and sound judgment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
