Qualifications

  • Bachelor’s degree from an accredited college or university with major course work in human resource management, public administration, business administration or related field, and six (6) years of human resources experience, including three (3) years of supervisory experience; or an equivalent combination of education and experience
  • Experience working in local municipal governments preferred
  • Prior Assistant Director/Managerial experience preferred
  • Active SHRM-CP, SHRM-SCP, PHR, SPHR, or similar HR certification preferred
  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions
  • Knowledge of public administration and management principles and practices
  • Knowledge of computer systems, databases, and spreadsheets
  • Ability to direct and organize program activities and business functions
  • Ability to establish goals and objectives supporting the strategic plan
  • Ability to identify problems, evaluate alternatives, and implement effective solutions
  • Ability to develop and evaluate policies and procedures
  • Ability to prepare reports and communicate effectively
  • Ability to supervise the work of others
  • Ability to analyze data, identify trends, and deliver clear, engaging, data-based, accurate proposals
  • Leadership, team management, communication, interpersonal, collaboration, and complex-project experience
  • Must reside or relocate to a residence within a 2-hour drive of 200 College Street, Asheville, NC 28801
  • Must work on-site during the onboarding and acclimation period

Responsibilities

  • Support and oversee Human Resources Department operations
  • Directly oversee up to four HR divisions based on experience and needs
  • Streamline business processes and workflows across HR systems
  • Review and provide strategic assistance on departmental goals and KPIs
  • Evaluate and improve HR policies and procedures
  • Implement and refine an employee handbook
  • Champion cross-training and succession planning
  • Assist with countywide classification and compensation study rollout
  • Assist HR Director with long-range strategic plans and policies
  • Direct HR divisions and supervise staff
  • Develop training and development strategies to improve HR service delivery
  • Collaborate with managers to ensure compliance with laws
  • Prepare and manage annual budgets; oversee grants and funding
  • Establish relationships with stakeholders
  • Participate in meetings and committees
  • Prepare reports to County leadership and boards
  • Respond to executive research requests
  • Represent HR to internal/external entities
  • Serve as backup to HR Director
  • Resolve confidential inquiries and investigate complaints
  • Perform special projects as assigned

Job description

  • Support and assist in managing and overseeing Human Resources Department operations

  • Streamline business processes and workflows across multiple HR systems
  • Review and provide strategic assistance on departmental business goals and KPIs
  • Evaluate and improve HR policies and procedures
  • Implement and continuously refine an employee handbook
  • Champion cross-training and succession planning initiatives
  • Support implementation and strategic rollout of the countywide classification and compensation study
  • Assist the Human Resources Director with long-range strategic plans, departmental goals, priorities, policies, procedures, and business practices
  • Direct assigned HR divisions and provide leadership and supervision to management, professional, and support staff
  • Develop training and development strategies and improve HR service delivery
  • Collaborate with division managers and the Director to ensure compliance with federal, state, and local laws and regulations
  • Prepare and manage annual operating and capital budgets; oversee grant and partner funding
  • Establish and maintain internal and external stakeholder relationships
  • Participate in meetings, committees, workshops, task forces, special projects, and community groups
  • Prepare and present reports to County leadership, boards, committees, and community groups
  • Respond to research requests from executives and elected officials
  • Represent Human Resources to internal departments and external agencies
  • Serve as primary backup to the Human Resources Director
  • Resolve confidential and sensitive inquiries, investigate complaints, and recommend corrective actions
  • Perform special projects and related duties as assigned
Requirements
