The Assistant Engineer II performs a wide range of engineering assignments with growing independence and technical judgment. Building on prior EIT experience, this role involves applying standard engineering methods to more complex projects and may include coordinating or reviewing the work of engineering aides or technicians. The Assistant Engineer II contributes to project design, analysis, and documentation while working under the general direction of a licensed engineer. Requires four or more years of progressive engineering experience and demonstrates strong initiative, problem‑solving ability, and attention to detail.

ESSENTIAL DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs, and changing business practices.

Depending on the area of assignment, duties may include, but are not limited to, the following:

  • Prepares plans, specifications, quantity and cost estimates, reports and other correspondence pertaining to the design, construction and maintenance of a variety of engineering projects.
  • Performs design, calculations and drafting in connection with streets, storm drains, landscaping, irrigation and water systems, sanitary sewers, public buildings, traffic control facilities and other public works projects.
  • Research and interpret applicable codes, regulations, and standards to ensure project compliance. Develop and review construction drawings and specifications, making design adjustments as field conditions require.
  • Monitor project schedules, budgets, and progress to ensure timely and cost-effective completion. Conduct and oversee field inspections, review contractor pay requests and change orders, and ensure construction work meets quality and design expectations.
  • Support construction inspectors by clarifying plans, resolving on‑site issues, and reviewing as‑built drawings for accuracy.
  • Apply sound professional judgment consistent with accepted civil engineering principles and relevant laws and codes.
  • Performs other functions as assigned.
QUALIFICATIONS AND EXPERIENCE

Minimum 4+ years of professional engineering experience and a Bachelor’s degree from an accredited college or university in Civil Engineering or a related field.

License/Certificate
  • Possession of a valid California Driver's License.
  • Must possess an Engineer‑in‑Training License issued by the State of California.

Possession of appropriate and current vehicle insurance and registration.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of
  • Principles, practices and methods of civil engineering.
  • Modern engineering materials, tools, and design methods used in the construction of public infrastructure.
  • Applied mathematics as it relates to engineering calculations and analysis.
  • Current office and field technology, including word processing, spreadsheets, GIS, and AutoCAD applications.
  • Standards for record keeping, documentation, and reporting.
  • Federal, state, and local laws, codes, and regulations governing civil engineering design and construction.
  • Safe driving practices and workplace safety principles.
Ability to
  • Apply civil engineering principles to the design, construction, and maintenance of public works and utility projects.
  • Learn and implement effective project and construction management practices.
  • Develop, review, and modify a variety of engineering plans, specifications, and designs within assigned disciplines.
  • Interpret and apply relevant laws, codes, standards, and regulations.
  • Perform detailed engineering calculations and oversee moderate‑complexity construction projects.
  • Prepare cost estimates, technical reports, and project documentation.
  • Coordinate public and private engineering projects and work effectively with contractors, consultants, and other departments.
  • Adapt to changing priorities and apply sound judgment and creativity in problem solving.
  • Communicate clearly and effectively, both verbally and in writing.
  • Maintain positive working relationships with coworkers, outside agencies, and the public.

This self‑starter must be action‑oriented and should be prepared and willing to take reasonable risks and assume responsibility for the work of the department. He or she is perceptive, creative, innovative and visionary.
