Job Goal:

Provide strategic leadership and operational oversight for educator development initiatives designed to strengthen teacher preparation, instructional practice, educator effectiveness, and talent retention across Region 4. Focused primarily on the Region 4 Inspire Texas Educator Preparation Program (EPP) and regional educator development priorities, this position leads the design, implementation, coordination, and continuous improvement of high-quality, research-based professional learning, coaching, mentoring, and talent development programs.

Qualifications

Education:

  • Master's degree in Education, Educational Leadership, Curriculum and Instruction, or a related field

Certification:

  • Valid Texas teacher, and principal or equivalent administrator certificate
  • Valid Texas Teacher Evaluation and Support System (T-TESS) certification
  • Valid Texas Principal Evaluation and Support System (T-PESS) certification

Preferred:

  • Extensive knowledge of House Bill 2 (HB 2), Texas Education Agency (TEA) requirements, educator standards, organizational priorities, and evidence-based practices
  • Understanding of goals of key state and grant-funded initiatives, including Texas Reading Academies, Texas Math Academies, Teacher Incentive Allotment, and Texas Mentorship Training
  • Experience collaborating with internal content experts, school system and campus leaders, teachers, external partners, and TEA representatives to translate research and policy into practical systems and professional learning that improve educator practice and student outcomes
  • Experience implementing Teach Like a Champion at the campus and or district level
  • Expertise in project management, educator development, instructional leadership, professional learning, coaching, and program implementation

Experience:

  • Five (5) years of exemplary classroom teaching experience
  • Two(2) years of successful educational leadership at the district level and three (3) years at the campus level
  • Experience in mentoring or coaching teachers and leaders to improve student outcomes

  • Exceptional project management, relationship-building, communication, data analysis, and continuous improvement skills, as well as the ability to manage multiple initiatives and achieve measurable program milestones
  • Demonstrated strategic, collaborative, and results-oriented leadership with expertise in educator development, instructional leadership, professional learning, coaching, and program implementation

Major Responsibilities

  • Strategic Leadership & Program Management
    • Provide strategic leadership and operational oversight for regional educator development initiatives aligned to HB 2, TEA priorities, and Region 4 strategic goals.
    • Lead the planning, implementation, monitoring, and continuous improvement of grant-funded and TEA-aligned talent development initiatives.
    • Establish clear implementation plans, timelines, performance indicators, and quarterly milestones for assigned programs and initiatives.
    • Monitor program progress, identify barriers and opportunities, and implement timely adjustments to ensure successful outcomes.
    • Coordinate multiple projects simultaneously while maintaining alignment across programs, departments, school systems, and external partners.
    • Develop and maintain systems for monitoring program quality, implementation fidelity, participant engagement, and outcomes.
    • Prepare regular progress reports, executive updates, presentations, and recommendations for Region 4 leadership and external stakeholders.
    • Ensure grant deliverables, reporting requirements, and program milestones are completed accurately and on schedule.
  • Talent Training & Professional Learning
    • Lead the design and implementation of high-quality, research-based professional learning that strengthens teacher effectiveness, instructional practice, and leadership capacity.
    • Coordinate professional learning delivered by Region 4 content experts and external partners, including Teach Like a Champion (TLAC).
    • Ensure professional learning is practice-based, curriculum-embedded, job-embedded, and connected to identified instructional priorities.
    • Support professional learning that strengthens implementation of high-quality instructional materials (HQIM), particularly in literacy and mathematics.
    • Coordinate learning experiences focused on lesson preparation and internalization, student culture, systems and routines, checking for understanding, student engagement, instructional rigor, and other high-impact instructional practices.
    • Build systems that enable educators to immediately apply professional learning in authentic instructional settings.
    • Develop professional learning pathways that support teachers, instructional leaders, coaches, and district teams at varying stages of development.
    • Evaluate professional learning effectiveness through participant feedback, implementation evidence, observation, student work, and other relevant data.
  • Coaching, Mentoring, and Teacher Development
    • Strengthen coaching systems for school systems leaders through research-based frameworks, tools, resources, and professional learning.
    • Support implementation of the Texas Mentorship Training and related mentoring structures for new and experienced educators.
    • Ensure mentors, coaches, and instructional leaders have the knowledge, skills, and resources necessary to effectively develop educators.
    • Establish systems for coaching, observation, feedback, and follow-up that promote continuous professional growth.
    • Support leaders in using observation and feedback to identify high-leverage areas for teacher development.
    • Facilitate the use of data, student work, and instructional evidence to determine the impact of coaching and professional learning on educator and student outcomes.
  • Instructional Leadership Development
    • Build the instructional leadership capacity of principals, assistant principals, coaches, teacher leaders, and district instructional teams.
    • Develop leaders' ability to lead practice-based professional learning and facilitate instructional improvement.
    • Support leaders in effectively facilitating lesson preparation and internalization around identified instructional priorities.
    • Build leaders' capacity to use observation and feedback to accelerate teacher development.
    • Support leaders in analyzing instructional data, student work, and other evidence to determine the impact of instructional priorities.
    • Develop tools and resources that enable leaders to replicate and sustain effective professional learning and coaching practices within their organizations.
  • Region 4 Inspire Texas EPP Support
    • Collaborate with Region 4 Inspire Texas leadership to strengthen the preparation, development, and support of teacher candidates and beginning educators.
    • Ensure educator development initiatives complement and reinforce preservice preparation, clinical experiences, and ongoing professional learning.
    • Support alignment of EPP coursework, clinical practice, professional learning, and coaching with HB 2 expectations and evidence-based instructional practices.
    • Identify opportunities to strengthen teacher candidate readiness, instructional capacity, satisfaction, and retention.
    • Collaborate with EPP staff and school system partners to address candidate and educator development needs.
  • Partnership and Stakeholder Engagement
    • Develop and sustain strong partnerships with school districts, charter systems, campus leaders, TEA, grant partners, content experts, and other educational organizations.
    • Serve as a strategic liaison between Region 4, external partners, and participating school systems.
    • Collaborate with district partners to understand local needs, identify implementation barriers, and customize support while maintaining program quality and fidelity.
    • Facilitate regular partner communication, planning meetings, implementation check-ins, and data-sharing conversations.
    • Identify and cultivate opportunities for cross-district collaboration, professional learning, and shared problem-solving.
    • Build a culture of partnership in which districts and educators are positioned as collaborators in program design, implementation, and continuous improvement.
  • Professional Learning Hub and Knowledge Management
    • Lead the development and continuous improvement of the Region 4 Educator Development Professional Learning Hub.
    • Coordinate the collection, organization, review, and dissemination of high-quality instructional artifacts, videos, tools, student work, and professional learning resources.
    • Establish processes for identifying, documenting, and sharing \"bright spots\" and promising practices among Region 4 educators and leaders.
    • Ensure resources are accessible, relevant, high-quality, and aligned to identified instructional priorities.
    • Facilitate opportunities for educators and leaders to study effective practice, collaborate around problems of practice, and share strategies that improve teaching and learning.
    • Support the development of a regional repository of evidence-based practices that can inform educator development within Region 4 and, when appropriate, across Texas.
    • Perform other related duties as assigned.

Supervision/Personnel Management:

  • In coordination with the cabinet member and department director, establish clear expectations, set goals, and provide regular feedback to promote accountability and performance improvement.
  • In coordination with the cabinet member and department director, manage team workloads and project timelines to ensure priorities are met and deliverables are completed with high quality.
