Job summary

Clayton County Senior Services Department seeks an Assistant Director/Senior Services to support the Department Director in planning, directing, coordinating, and evaluating operations for aging programs, senior and intergenerational centers.

This role provides senior-level leadership in strategic planning, program administration, and policy implementation to ensure high-quality services for older adults, caregivers, youth, teens, adults, and families.

Qualifications

  • Bachelor’s degree in Gerontology, Social Services, Recreation, Human Services, Public Administration, or a closely related field required.
  • Five (5) years of progressively responsible experience in senior services or human services administration, including managing multi-disciplinary programs.
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

  • Leads departmental management teams in short- and long-range strategic planning initiatives aligned with the department’s mission, programs, goals, and objectives.
  • Provides administrative support to administrators, managers, and support staff; serves as a liaison between staff, internal departments, and external agencies.
  • Develops and supports marketing, outreach, and public awareness strategies to promote departmental programs and services.
  • Supervises, directs, and evaluates assigned staff, including addressing employee concerns, directing work activities, providing counseling and discipline, conducting performance evaluations, and facilitating staff training and development.
  • Oversees recruitment, performance management, employee development, and workforce planning activities.
  • Plans, directs, and participates in the development and delivery of programs that promote healthy aging and enhance quality of life for Clayton County residents.
  • Attends meetings and functions related to County government, departmental management, and interdepartmental coordination.

CLASSIFICATION TITLE

ASSISTANT DIRECTOR/SENIOR SERVICES


PURPOSE OF CLASSIFICATION

The purpose of this classification is to assist the Senior Services Director in planning, directing, coordinating, and evaluating the operations of the Clayton County Senior Services Department, including Aging Programs, Senior, and Intergenerational Centers. This position provides senior-level leadership in strategic planning, operational oversight, program administration, and policy implementation to ensure the delivery of high-quality services that promote independence, wellness, dignity, and quality of life for older adults, caregivers, youth, teens, adults, and families. The incumbent supports the department's mission by fostering collaboration, ensuring regulatory compliance, monitoring program effectiveness, and advancing initiatives that address the evolving needs of the community.


ESSENTIAL FUNCTIONS

Assists the Department Director in developing and implementing the department’s strategic plan.



  • Leads departmental management teams in short- and long-range strategic planning initiatives aligned with the department’s mission, programs, goals, and objectives.

  • Provides administrative support to administrators, managers, and support staff; serves as a liaison between staff, internal departments, and external agencies.

  • Develops and supports marketing, outreach, and public awareness strategies to promote departmental programs and services.

  • Supervises, directs, and evaluates assigned staff, including addressing employee concerns, directing work activities, providing counseling and discipline, conducting performance evaluations, and facilitating staff training and development.

  • Oversees recruitment, performance management, employee development, and workforce planning activities.

  • Plans, prioritizes, and directs the overall short- and long-term operations and projects of the County Senior Services Department, ensuring alignment with established goals, objectives, and performance standards.

  • Assists in budget development, grant administration, contract monitoring, and fiscal management activities to support departmental operations.

  • Researches and identifies trends and developments in aging and human services to support the needs of older adults and the community.

  • Plans, directs, and participates in the development and delivery of programs that promote healthy aging and enhance quality of life for Clayton County residents.

  • Receives and responds to citizen inquiries and requests for enhanced services; assists in developing new or modified programs based on demographic trends, community needs, and future service demands.

  • Engages with community groups, neighborhood organizations, and stakeholders to gather input and incorporate feedback into departmental planning and programming.

  • Assists in developing long-range plans for aging services, intergenerational programs, senior facilities, service delivery, and maintenance needs.

  • Attends meetings and functions related to County government, departmental management, and interdepartmental coordination.

  • Reviews schedules, reports, and data related to facility utilization, maintenance, and program operations; directs the preparation of periodic and special reports.

  • Attends conferences, workshops, training sessions, and professional development opportunities to remain current in the field and support organizational effectiveness.


ADDITIONAL FUNCTIONS


  • Prepares a variety of documents and reports, including payroll, correspondence, and purchase orders.

  • Supervise, directs, and evaluate assigned staff, processing employee concerns and problems.

  • Responds to telephone and in-person inquiries regarding programs and services.

  • Performs duties essential to departmental operations in the absence of the Director.

  • Performs other related duties as assigned.


MINIMUM QUALIFICATIONS


  • Bachelor’s degree in Gerontology, Social Services, Recreation, Human Services, Public Administration, or a closely related field required.

  • Five (5) years of progressively responsible experience in senior services or human services administration, including managing multi-disciplinary programs.

  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

  • Valid Georgia Driver’s License required.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.


Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.


Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
