Job description

About KPCA:

The Kentucky Primary Care Association was founded in 1976 as a not-for-profit 501(c)(3) corporation of community health centers, rural health clinics, primary care centers, and all other organizations and individuals concerned about access to health care services for the state's underserved rural and urban populations.

KPCA is charged with promoting the mutual interests of our members, with a mission to promote access to comprehensive, community-oriented primary health care services for the underserved.

Association members are providers of primary care - first contact, broadly trained physicians, physician assistants, nurse practitioners, behavioral health providers, dental providers, pharmacists, and other professionals delivering whole-person health care.

We support the development of primary care services throughout the Commonwealth by working with federal, state, and local legislators, regulatory agencies, health policy organizations, foundations, and payers to build a stronger primary care system in Kentucky.

About Role:

The Assistant Director of Program Implementation reports to the Director of Program Implementation and provides operational and project management support for KPCA workforce development, training, rural health transformation, clinical integration, and other strategic initiatives led by the Director of Program Implementation. This role is ideal for a highly organized, detail-oriented professional who can translate strategic priorities into practical work plans, coordinate multiple projects, and maintain accurate data and documentation in a mission-driven or association environment.

The Assistant Director plays a critical role in planning, coordinating, and executing day-to-day project activities, administering staffing and workforce surveys, supporting implementation of training initiatives, coordinating participating organizations and partners, and tracking progress toward project and grant deliverables. The position works closely with the Director to move established initiatives from planning into implementation while supporting positive experiences for KPCA members and partners. This position is classified as at-will employment.

Essential duties and responsibilities include, but are not limited to:
  • Assist the Director of Program Implementation with the development and implementation of statewide workforce strategies, including initiatives supported through Rural Health Transformation and other funding sources.
  • Support assigned workforce pipeline, recruitment, retention, career pathway, and professional development initiatives through project coordination, member engagement, and follow-up.
  • Develop and maintain project plans, timelines, task assignments, milestones, and implementation resources.
  • Monitor project progress, address routine implementation needs, and collaborate with the Director on barriers, adjustments, and decisions.
Program Support, Training, and Technical Assistance
  • Assist the Director of Implementation with the development, implementation, and delivery of workforce trainings and initiatives, learning collaboratives, and technical assistance activities.
  • Support implementation of workforce-related components of KORE and other grant-funded programs as assigned.
  • Coordinate participating organizations, business partners, workgroups, meetings, and follow-up activities.
  • Maintain organized records and track project deliverables, outcomes, and deadlines.
  • Support development and maintenance of educational materials, implementation guides, toolkits, and member resources.
  • Respond to routine implementation questions from participating organizations and refer strategic or policy matters to the Director.
Data, Surveys, and Reporting
  • Administer, find, collect, and organize various member surveys/questionnaires/data that assist with strategic decision making for workforce needs.
  • Prepare draft dashboards, summaries, presentations, and reports to support workforce development, program evaluation, and stakeholder communication.
  • Maintain data and documentation needed for grant and contract reporting, monitoring, compliance, and audits, with final oversight retained by the Director.
Partnership and Organizational Coordination
  • Coordinate routine communication and implementation activities with KPCA staff, member organizations, academic partners, state agencies, subject matter experts, and other stakeholders.
  • Support workforce, grant initiatives, clinical integration, and other partnerships through meeting coordination, documentation, follow-up, and execution of agreed-upon activities. Work across KPCA departments to align assigned projects with broader organizational priorities.
  • Represent KPCA professionally in meetings, workgroups, trainings, and partner activities as assigned.
Qualifications:
  • Minimum of three (3) years of progressively responsible experience in project management, program implementation, workforce development, healthcare, public health, nonprofit administration, data coordination, or a related field
  • Bachelor's degree in public health, healthcare administration, business administration, workforce development, education, social sciences, or a related field preferred; equivalent professional experience may be considered
  • Experience administering surveys, maintaining datasets, preparing reports, or supporting program evaluation strongly preferred
  • Experience supporting grant-funded projects, training initiatives, or multi-organization projects preferred
