Howard University is seeking an Assistant Director, Pre-Award to lead the outgoing subaward function within the Sponsored Programs Office. The role provides direct supervision and oversight for subrecipient classifications, documentation, risk assessment, and the end-to-end lifecycle of subawards from intake to amendment.

Reporting to the Senior Director, Pre-Award, the incumbent ensures audit-ready records, policy alignment, and timely handoffs to Post-Award/Compliance and other offices.

Responsibilities

• Lead review and classification of proposed downstream relationships, ensuring subrecipient-vs-contractor determinations are documented before subaward issuance.
• Oversee preparation, review, negotiation, execution, and amendment of subawards using approved templates and flow-down provisions.
• Ensure subaward terms and sponsor approvals meet requirements and fixed-amount or cost-reimbursement needs.
