Job description

OPEN TO PERMANENT CIVIL SERVICE TITLE OF ACCOUNTANTS

Division of Finance - Bureau of the Controller

The Bureau of the Controller within the Division of Finance is seeking an Accountant, Level 2, to perform duties as an Assistant Director of Programmatic Affairs.

Responsibilities
  1. Supervise payment analysts responsible for payments and accounting activities for the Division of Mental Hygiene.
  2. Ensure compliance with standards from oversight entities such as the NYC Comptroller, PPB, FISA, and other agencies.
  3. Assist with training staff on procedures, systems, and policies.
  4. Conduct performance meetings and resolve work-related issues.
  5. Prepare expense reports and ensure timely reimbursement claims.
  6. Support year-end rollovers, accruals, and related accounting tasks in FMS.
  7. Evaluate reports and supporting documents from programs.
  8. Develop contract spreadsheets for budget and funding review.
  9. Prepare fiscal summaries and analyses, recommending payment efficiencies.
  10. Manage the unit in the supervisor's absence.
  11. Participate in special projects as assigned.
Preferred Skills
  • 5+ years in financial management with supervisory experience.
  • Strong background in accounting; public sector experience preferred.
  • Familiarity with FMS and PASSPort systems.
  • Excellent leadership, organizational, and communication skills.
  • Knowledge of City financial systems and tools.
  • Proficiency in Excel, Word, PowerPoint.
  • Detail-oriented with good interpretive skills.
  • Initiative, responsiveness, and effective people skills.

Minimum Qualifications
  1. Baccalaureate degree with 24 credits in accounting or CPA license.
  2. One year of experience as an Accountant Level I or two years of professional accounting experience.
