Job description

Division Overview

The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting economic and social vitality in New York City. Responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, markings, and safety for motor vehicle occupants, pedestrians, and cyclists. The Office of Research, Implementation & Safety (RIS) manages road safety street redesigns, crash data, safety research projects, and Vision Zero programs, including the Raised Crosswalk program.

Position Description

RIS’s Safety Projects and Programs team seeks a motivated candidate for the Assistant Director of Capital Development. This role reports to RIS’ Director of Safety Projects and Programs and manages RIS’s sponsorship capital projects as part of DOT’s Vision Zero Initiative, overseeing the Raised Crosswalk program. Responsibilities include location selection, site review, design, feasibility review, implementation management, monitoring, coordination of capital review, and creating visual graphics for reports and presentations.

Key Responsibilities
  1. Supervise a team of Urban Designers.
  2. Oversee daily management of capital project development and sponsorship.
  3. Review and recommend additions to proposed projects from other agencies and DOT units.
  4. Represent the unit at high-level interagency meetings.
  5. Coordinate outreach and design with consultants and the Department of Design and Construction.
  6. For in-house Street Improvement Projects, oversee urban design concepts and research innovative proposals.
  7. Coordinate with other city agencies (DEP, DPR, MTA, DDC, EDC) regarding design requirements.
Qualifications

Minimum qualifications include a bachelor’s degree in architecture and two years of experience in urban design development or a combination of education and experience. Graduate work in architecture, urban design, or city planning may substitute for experience.

Preferred Skills

Proficiency in Microsoft Word, PowerPoint, Excel, AutoCAD, GIS, and Adobe Creative Suite. At least 2 years managing traffic safety programs aligned with NYCDOT standards. Excellent communication skills and a valid NYS Driver’s License are required.

Additional Details

This position is open to qualified persons with a disability under the 55-a Program. Residency in NYC is generally required within 90 days of employment. The role offers the possibility of remote work up to 2 days per week. Salary varies based on city service experience, with a starting range from $84,018 to $96,621.
