Departmental Overview

Residential and Student Services Programs (RSSP) is part of the Division of Student Affairs under the direction of an Associate Vice Chancellor. RSSP provides and manages student housing, custodial and maintenance services, security/safety, capital renewal projects, self-operated dining services, campus ID card as well as early childhood & education services for students, faculty, and staff. RSSP also conducts a summer conference and year-round catering/events business and manages faculty apartments.

RSSP's annual revenue exceeds $160,000,000, with a $100,000,000 operating budget, and the department employs over 2500 career, limited, contract and student employees creating a "culture of care" for students, guests, customers and stakeholders.

Responsibilities

Facility Maintenance Oversight

• Oversight over facility maintenance, building systems, fire/life safety systems and hazardous materials.
• Ensures maintenance systems are meeting or exceeding University standards through efficient trades management and preventative/emergency maintenance coordination with Environmental Health & Safety (E&HS), Cal OSHA and other compliance entities.
• Ensures staff compliance with internal and external regulatory requirements including departmental policies and standard operating procedures.
• Works alongside M&T staff to allocate resources such as, but not limited to, staff scheduling, tools, vehicles and funding necessary to maintain facility operations.

Departmental Leadership

• Provides department direction and expertise on operational, staffing, budget and human resource policies and processes to advance and align with RSSP's mission and objectives.
• Provides input and feedback on current policies and procedures to evaluate effectiveness, identify shortcomings and develop solutions. Such as allocation of resources, staffing and or project scopes.
• Responsible for establishing performance metrics and conducting performance management (Achieve Together) in alignment with campus and RSSP policies.
• Works to create a welcoming, collaborative and equitable environment for all staff and community members.
• Ensures M&T department needs are being met and brought to the attention of RSSP leadership as needed. Attends department meetings serving as a liaison for M&T.

Project Coordination

• Ensures supervisors and leads are meeting safety, customer service standards, risk management and financial goals while planning and executing maintenance projects.
• Coordinates with M&T managerial and operational staff to ensure projects and moving forward and objectives are being met. Provides direction and insight on complex projects and initiatives.
• Responsible for communications with Campus Facilities Services, E&HS, Office of Sustainability, Campus Fire Marshal, and campus building officials, as well as external maintenance and service contractors. Maintains good working relationships with campus entities to ensure operational support.
• In coordination with M&T leadership, the manager will review vendor selection and maintenance documentation, while providing regular reporting and updates.

Metric Development

• Responsible for creating and fine tuning metrics that will drive M&T in a proactive direction that aligns with RSSP departmental mission and objectives.
• Prepares and delivers reports and metrics showcasing M&T performance and strategic initiatives such as work productivity, attendance, customer satisfaction, safety, etc.

Required Qualifications

• Minimum 3 years' experience managing a large maintenance operation, involving multiple trades.
• Strong skills to facilitate and collaborate with various internal and external constituencies on short- and long -term facilities planning and management.
• Strong knowledge of maintenance practices, engineering and/or architectural design and concepts.
• Strong analytical, research and report preparation skills to meet regulatory and budgetary reporting requirements.
• Strong skills in leadership, motivation of staff and team-building.
• Strong skills in management, regulatory compliance and operations planning.
• Broad knowledge in the areas of facilities management, space planning and allocation, security, fire and safety and emergency preparedness.
• Strong skills in verbal and written communications, including skill to work effectively with multiple constituencies to advance organizational objectives.
• Experience and knowledge to inspect construction in progress (general and specialty structures) and read, sketch and interpret plans and specifications.
• Excellent skills to lead, mentor, direct, and manage and trade staff including selection, training, evaluating and as required, taking corrective action.
• Being reachable and responsive outside of regular business hours.
• Bachelor's degree and/or equivalent experience/training in architecture, engineering, urban design, city planning or landscape architecture, and license or certificate to practice in at least one of the above professions.

Preferred Qualifications

• Experience working in a large university residential setting.
• Five years' experience managing a large maintenance operation, involving multiple trades.
• Familiarity with working in a union environment.
• Advanced degree applicable to position; engineering, business, and/or equivalent experience/training.

It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary range that the University reasonably expects to pay for this position is $155,000-$172,000 annually.
