Responsibilities

  • Coordinate efforts with District-managed capital outlay projects and assist in preparing space inventories and maintenance of up-to-date college facilities plans.
  • Assist in bid document development, contract administration, and coordination with architects, consultants, staff and faculty.
  • Represent the college at district and college meetings; interface with city and county representatives on facilities improvements.
  • Set up priorities and supervise Maintenance and Operations in the facilities plan review process and coordinate project design with architects and engineers.
  • Attend committee meetings and assist in implementing design and technical standards.

SUMMARY DESCRIPTION

To assist assignedcommunity college’s Director of Facilities or Senior Director ofFacilities to plan and develop college-level capital outlayprojects and to act as liaison on District-level capital outlayprojects, as appropriate, including contributing to Districtefforts relative to needs assessments, coordinating academicschedules with construction schedules, and providing supportingdocumentation; and to participate in District meetings forplanning, design, and construction or remodeling of Collegefacilities. To foster a culture ofcollaboration, mutual respect, innovation, and continuousimprovement throughout the District; lead by example; activelyparticipate in and support District-wide participatory governancecomponents and activities and other collaborative processes;encourage professional excellence among the staff and promote anorganizational culture of customer service, innovation, and qualityservices.

SUPERVISION RECEIVED AND EXERCISED

Receives administrativedirection from the assigned Director of Facilities, Senior Directorof Facilities or designee of the President. Exercises directsupervision over employees and/or contracted personnel asassigned.

REPRESENTATIVE DUTIES

Assist the assignedcollege’s Senior Director of Facilities or Director of Facilitiesto coordinate efforts with District-managed capital outlayprojects, services and other areas of assigned work; assist in thepreparation of the space inventory and maintenance of up-to-dateCollege facilities plans, work with the District Purchasing officein the development of bid documents for College projects; and assist in evaluating College facilities including coordination with College personnel to determine rehab and replacement needs ofexisting facilities. Coordinate with Collegeand contract personnel when identifying needs to ensure that themost up-to-date technology is used; represent the Collegefacilities’ points of view and positions at District and Collegemeetings; interface with City and County representatives on Collegemanaged improvements, including the local fire authority, asrequired. Attend, collaborate andcontribute to District Services Education and Facilities MasterPlanning meetings with administrators, faculty and staff;coordinate and supervise the design of college level projects witharchitects, other consultants, staff and faculty as directed;obtain surveys and soil tests required by architects and engineersfor college level projects; and coordinate with District Serviceson various services for District managed projects. Attend district-widecommittees as assigned which may include contributing to thefollowing: review of the policies and practices for providingdesign and construction support technical assistance services;provide college perspective relative to the parameters and criteriafor project designs; and assist in implementing design andtechnical standards. Set up priorities andensure the efficient utilization of available College assets;coordinate Maintenance and Operations staff in the facilities planreview process for appropriate college construction or renovationprojects including final review of any plan changes just prior tobidding; ensure the continued and on-going review of technicalstandards. Coordinate solicitationand review of proposals to obtain contractors for projects belowbid limit; for project above the bid limit: Assist District withreview of bid alternates and addenda to ensure conformance withcollege standards; attend pre-bid conferences; attend bid opening,attend weekly construction progress meetings and participate in close out activities. Assist in developing,preparing and administering project scope, budgets and schedulesfor college level projects including: status reports; purchaserequisitions, purchase orders, change orders, and paymentapplications; review and negotiate claims; and prepare agenda itemsfor submittal to Purchasing Department for review and for Boardapproval as needed; coordinate information as requested forconstruction inspectors, soils engineers, material testing labs andother consultants; act as College representative in the administration of assigned construction contracts includingmonitoring and evaluating the work of contractors to ensureaccurate payment and timely completion of contractual requirements;and work with architects, inspectors and contractors as needed tocomplete projects including punch list, submittals, training ofMaintenance and Operations personnel. Coordinate keying of newfacilities and assist in coordinating the implementation oftelecommunication requirements and equipment; coordinateinstallation of utility company services including electrical, gas,water; obtain operating permits; assist with furnishing and move-inof new facility. Maintain an effective andcooperative working relationship with all College and DistrictServices personnel, including administration, faculty andclassified personnel; provide College administrators and otherdistrict personnel with regular updates on projects and activitiesas requested; interact directly with College administrators withpolicy-level responsibility.

Perform other dutiesas assigned that support the overall objective of the position andthe District's mission and philosophy. Report to work on a regular and consistent basis, as scheduled, toassigned job.

Education

A Bachelor’sdegree from an accredited college or university with major coursework in Planning, Civil Engineering, Architecture, ConstructionManagement, or related field.

Experience

At least threeyears of increasingly responsible construction managementexperience, including responsibility for major capital projectplanning, coordination and implementation.

Work Environment:

Certain dutiesare performed primarily in an office environment at a desk orcomputer workstation. Incumbents are subject to uneven circulationpaths, frequent interruptions and contact with others, in personand on the telephone. Work also requires frequent travel to variouslocations to attend meetings, inspect construction sites andconduct work. Must use/wear safety equipment, such as hard hat,boots, construction vest and eye protection while visitingconstruction sites.

Physical Demands:

Typicallyrequires the ability to sit for long periods; use hands and fingersto operate a computer keyboard; remember key information andconcentrate for prolonged periods; see to read all printedmaterials including, fine print and computer screen; hear andunderstand voices to conduct face-to-face and telephoneconversations; speak in an understandable voice with sufficientvolume to be heard within a normal conversational distance or onthe telephone; transport self to places necessary to perform jobsuch as meeting locations and visit and inspect construction sites;walk over uneven surfaces and through construction environments atvarious levels of completion, regularly bend at the waist and reachoverhead, above shoulders and diagonally; lift, push, pull, moveand/or carry objects weighing up to a maximum of 25 pounds.
