Job Summary
To support the full mission of The Salvation Army by providing compassionate, professional service to the families residing at the Lodge and the community in a team-focused manner with the entire Lodge staff. Social service and client needs are identified and maintained in a way that complies with policy, procedures and mandate.
Essential Duties and Responsibilities
- Assists in planning, designing and implementing social service programs to meet resident and community needs, including crisis intervention and preventive services.
- Monitors program effectiveness and recommends improvements based on data and feedback.
- Provides oversight in managing compliance with HMIS, Coordinated Entry, monthly and quarterly reports to the City of Chicago/State and The Salvation Army.
- Supervises, trains and helps elevate service staff, ensuring adherence to policies, ethics and professional standards.
- Supports budgeting, resource allocation, and financial oversight for social service programs.
- Participates in hiring decisions, evaluates staff performance and makes recommendations to the Director as needed.
- Helps develop and maintain policies, procedures and compliance with city and state regulations.
- Develops and maintains an internal quality assurance system for the program.
- Coordinates with other Salvation Army programs, agencies and community partners to ensure seamless service delivery and responds to emergencies and complex cases with timely, ethical and effective intervention.
Community Relations
- Maintains knowledge of community resources, advocates for the homeless population and builds relationships with stakeholders.
- Develops MOU with community stakeholders.
- Participates in professional, community and government committees and activities as identified.
Minimum Knowledge, Skills, and Abilities
- Education: Master’s Degree in Social Services or Social Work required.
- Experience: An interest in homelessness and a minimum of 8 years in staff supervision.

- A demonstrated ability to manage staff, projects, priorities and programs in a constantly changing environment.
- Exceptional leadership, communication and relationship building skills.
Physical Demands / Work Environment
- This position requires light physical work.
- Must use standard office equipment and a PC; work environment is residential with low to moderate noise.
- Must work with clients who have poor social skills, mental illness, and substance abuse problems.

Reporting Relationships

- Evaluated on effectiveness of achieving outcomes, and on the timeliness, accuracy and completeness of accomplishing assigned goals.
Position Limitations
- Commits only Army resources that have been allocated or approved.
- Informs the Program Director of all critical issues related to area of responsibility.
- Adheres to all policies and procedures in carrying out responsibilities of this position.
