Assistant Deputy Administrator, Support Services (Grade 26)

The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a strategic, innovative, and results-driven executive to serve as the Assistant Deputy Administrator for Support Services. This position serves as second-in-command to the Deputy Administrator and provides executive leadership and operational oversight for a broad portfolio of essential agency functions.


The Assistant Deputy Administrator will help lead Human Resources and Organizational Development, Facility Management and Engineering, Departmental Services, Procurement, Civil Rights and Fair Practices, Risk, Safety and Fleet Management, Planning, Capital Programming, Environmental Compliance, and Asset Management.


The successful candidate will oversee complex operations, guide division leaders, manage competing priorities, monitor budgets and organizational performance, and ensure compliance with federal and state requirements. This executive will also lead cross-functional initiatives, respond to high-risk or time-sensitive operational matters, and develop innovative, data-informed solutions that improve efficiency, employee safety, regulatory compliance, and customer service.

Some of the essential duties of the Assistant Deputy Administrator, Support Services include, but are not limited to the following:


  • Providing executive leadership and operational oversight for the divisions and programs within Support Services.

  • Serving as second-in-command to the Deputy Administrator and acts on the Deputy Administrator’s behalf during their absence.

  • Directing and coordinating the daily operations of Human Resources and Organizational Development, Facility Management and Engineering, Departmental Services, Procurement, Civil Rights and Fair Practices, Risk, Safety and Fleet Management, Planning, Capital Programming, Environmental Compliance, and Asset Management.

  • Providing leadership, guidance, and oversight to division directors, managers, professional staff, and contractors.

  • Establishing operational priorities, assigns resources, monitors performance, and ensures the continuity of essential agency services.


The current vacancy exists at MDOT MVA in the office of Support Services, which is located in Glen Burnie, MD (Anne Arundel County).


This position may allow a hybrid work schedule, including telework and onsite work hours.

PREFERRED QUALIFICATIONS

EDUCATION:

A bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Human Resources Management, Organizational Leadership, Operations Management, Finance, Engineering, Facilities Management, or a closely related field.


EXPERIENCE:

Eight (8) years of progressively responsible professional experience in administration, operations, human resources, facilities, procurement, planning, risk management, regulatory compliance, or another support-services function. At least four years of this experience must have included senior-level management responsibility involving the supervision of managers or professional staff, organizational planning, policy implementation, budget or resource oversight, and responsibility for complex programs or operations.


The ideal candidate will possess:


  • Experience overseeing multiple administrative or operational divisions in a large, complex organization.

  • Experience serving as a senior executive, deputy, chief operating officer, or second-in-command.

  • Experience leading directors, managers, professional employees, contractors, or multidisciplinary teams.

  • Knowledge of government operations, procurement, facilities, human resources, civil rights, safety, environmental compliance, or capital planning.

  • Experience managing organizational change, operational disruptions, emergencies, audits, or regulatory findings.

  • Experience using performance measures, dashboards, and data analytics to guide executive decisions.

  • Demonstrated responsibility for budgets, contracts, resource allocation, and organizational performance.

  • Strong experience communicating with executive leadership, regulatory agencies, vendors, employees, and members of the public.

  • A master’s degree in Business Administration, Public Administration, Organizational Leadership, or a related field.


Note:

U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis. Employees in this classification may be assigned duties which may require the operation of a motor vehicle.
