BALTIMORE COUNTY is seeking a Deputy County Attorney to assist with litigation, transactional and administrative matters for the Baltimore County government. Under supervision, you will handle civil litigation in state and federal courts and manage related discovery and documentation.

  • Prepare briefs, memos, discovery tools, motions, and other documents for civil litigation.
  • Conduct discovery including depositions and requests for production of documents.
  • Represent the County in administrative proceedings and negotiations with unions and other groups.
  • Drafts legal documents not related to litigation (contracts, deeds, leases, ordinances, real estate and tax sale reports).
  • Defends the County in union grievances and discrimination matters; drafts position statements.

Regular Schedule: 35 hours per week

A Non-Merit vacancy exists in the Office of Law.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

General Overview

Under general supervision of the County Attorney, Deputy County Attorney or designee(s), assists with litigation, operational, transactional and administrative matters concerning Baltimore County government.

Essential Job Functions
  • Conducts civil litigation on behalf of the Baltimore County government in the Circuit Court and District Court for Baltimore County, and the United States District Court for the District of Maryland and courts in other jurisdictions.
  • Prosecute and defend civil appeals on behalf of the Baltimore County government in the Maryland Court of Special Appeals, the Maryland Court of Appeals, the United States Court of Appeals (any Circuit), and the Supreme Court of the United States. Prepares the record and prepares any appellate briefs for any civil appeal.
  • Conducts legal research as necessary for litigation matters.
  • Prepares and files briefs, memoranda of law, discovery tools, motions, settlement agreements and other legal documents necessary to conduct civil litigation.
  • Conducts discovery in civil litigation cases, including but not limited to depositions, interrogatories, requests for production of documents, and other discovery tools.
  • Attends and represents the interests of the County in any administrative proceedings, including, but not limited to hearing before boards, commissions, the worker's compensation commission, and the State and County Office of Administrative Hearings.
  • Attends and represents the interests of the County in any negotiations with unions and various public and private organizations and groups.
  • Drafts and prepares various legal documents that are not related to litigation, including but not limited to, contracts, deeds, leases, ordinances, collection letters and reports related to real estate transactions and tax sale properties.
  • Defends the Baltimore County government against union grievance and/or charges of discrimination before state and federal agencies charged with enforcing anti-discrimination laws. Drafts and files position statements outlining the County's response to union grievances and/or charges of discrimination.
  • Advises the County Executive, the County Administrator, County agencies and the County Council on legal matters, as necessary.
  • Appears before the County Council, as necessary, to discuss the legal sufficiency of proposed legislation.
  • Performs all other duties within the Office of Law as assigned by the County Attorney (or his/her designee)
  • Under general supervision, handles workers' compensation cases, including reviewing and processing claims, participating in settlement negotiations, recommending loss control strategies, ensuring program conformance to applicable laws and regulations, preparing required reports, and monitoring and evaluating the program activities to ensure the delivery of quality services. In addition, conducts adjusting activities on behalf of the self-insured employer, to include investigating, negotiating, and managing claims against the County's Self Insurance Fund.
Required Qualifications
  • Graduation from an ABA accredited law school.
  • Licensed to practice law in the State of Maryland, or eligible to waive into the bar of the State of Maryland.
Education and Qualifications
  • A law degree from an ABA accredited law school with four (4) to six (6) years of experience.
  • Admission to the Bar of the State of Maryland is required.
Knowledge, Skills, and Abilities
  • Knowledge of the Maryland Rules and the Federal Rules of Civil Procedure, as well as the Local Rules for the United States District Court for the District of Maryland.
  • Knowledge of applicable federal, state and local law.
  • Knowledge of County best practices and procedures.
  • Ability to manage and prioritize multiple complex matters.
  • Communicate with exceptional oral and written communication.
  • Ability to establish and maintain effective, collaborative working relationships with others (inside and outside the Law Department).
  • Ability to work independently and meet deadlines while handling multiple tasks.
  • Ability to maintain professionalism under pressure.
  • A strong sense of ownership of tasks and responsibilities.
  • Strong interpersonal skills required to work with the public and various agencies.
  • Strong technology skills, including the ability to coordinate and conduct electronic discovery, as well as proficiency with Microsoft Office software and legal research platforms such as Westlaw.
