Job description

The position is located in Sells, AZ.

Position Summary:

Under limited supervision, performs work of considerable difficulty in planning, directing and coordinating activities of the Tohono O'odham Nation's Correction facility. Acts as Corrections Administrator as required.

The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects.

Essential Duties and Responsibilities:
  • Plans, coordinates and oversees security functions for the Corrections Facilities.
  • Supervises the scheduling and assignment of personnel in the Adult Corrections Facility, including effective recommendations regarding hiring, assigning, evaluating and disciplining employees.
  • Reviews division goals, policies, procedures and post orders, and makes effective recommendations for their revision or update; implements and monitors changes.
  • Acts as liaison with other criminal justice agencies.
  • Oversees inmate disciplinary programs, including complaints, hearings, and grievances in accordance with inmate's legal rights and jail policy.
  • Reviews financial reports, and develops and administers the budget, including authorizing supply expenditures.
  • Ensures that the daily operations of the jail conform to applicable regulations.
  • Monitors and recommends change to inmate programs.
  • Oversees, plans, coordinates, and administers inmate work release programs for eligible inmates.
  • Coordinates and administers corrections services, including medical and food services.
  • Develops and implement staff training in safety, security and inmate supervision.
  • Responds to emergency situations, including physical confrontations, as necessary.
  • Maintains professional and technical knowledge by attending workshops, conferences and seminars; establishing networks; conferring with representatives of contracting agencies and related organizations.
  • Acts as Corrections Administrator as required.
  • Manages the administrative functions of Corrections Records.
  • Gathers statistics relative to Corrections functions and analyzes same to determine program effectiveness.
  • Oversees the implementation of Direct Supervision.
  • Performs other job related duties as assigned and contributes to a team effort.
Knowledge, Skills, and Abilities:
  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of adult corrections administration, organization, operation, and security.
  • Knowledge of modern corrections principles, practices and procedures, including inmate disciplinary programs and direct supervision principles and dynamics.
  • Knowledge of supervisory management methods and practices.
  • Knowledge of federal, state, tribal and local laws, regulations and ordinances pertaining to adult correction.
  • Knowledge of fiscal and planning principles.
  • Knowledge of the social sciences as they relate to public service and adult corrections.
  • Knowledge of Bureau of Indian Affairs (BIA)/Assistant Correctional Association (ACA) Standards.
  • Knowledge of correctional case law.
  • Knowledge of the Principles and Practices of Direct Supervision.
  • Knowledge of staffing analysis and deployment.
  • Skill in effective management and leadership.
  • Skill in planning, organizing and directing adult corrections programs and functions.
  • Skill in identifying and dealing with inmate symptoms of depression, suicidal tendencies and drug abuse.
  • Skill in managing situations firmly, courteously, tactfully and impartially.
  • Skill in providing superior customer service to external and internal customers.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with the general public, employees and officials of the Tohono O'odham Nation, and prisoners/detainees of varying social and cultural backgrounds.
  • Ability to maintain privileged confidential information.
  • Ability to work independently and meet strict time lines.
  • Ability to work extended hours and various work schedules including nights, weekends, and holidays.
  • Ability to assess a crises situation and direct staff and resources during an emergency or inmate disturbance.
  • Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation.
Minimum Qualifications:
  • Bachelor's Degree in Criminal Justice, Law Enforcement, and three years' work experience in corrections/detention facility, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.
  • Two years of supervisory experience.
Licenses, Certifications, Special Requirements:
  • Must obtain certifications in Cardio Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and First Aid within the first six months of hire.
  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
