This position works in the Building Design and Construction Division, Building Construction Branch of DPWES, located in Fairfax County Government Center at 12000 Government Center Parkway, Fairfax, Virginia.

The duties and responsibilities of this position include:

• Quality control and compliance inspections during all phases of constructing capital building projects.
• Document and communicate the progress of work, nonconforming work, site conditions and site safety conditions to the project team using strong verbal and written communication skills.
• Review work for compliance with federal, state and county building codes. Stay current with state and county construction codes, specifications, and procedures to ensure that uniform enforcement of quality and contract compliance is performed by the contractor (code compliance certifications are not required).
• Ensure that site and field inspections are conducted to verify compliance with Virginia Uniform Statewide Building Code, the Public Facilities Manual (PFM), Erosion & Sediment Control Standards, as well as other Commonwealth laws and regulations relating to construction projects.
• Write daily reports and documents on site conditions with site observation photos.
• Continually seek to expand safety knowledge through training, mentoring, self-study, or other methods of continuous learning.
• Clearly communicates safety expectations to fellow employees and contractors working on assigned projects.
• Resolve safety-related matters in a timely manner and comply with Capital Facilities' safety program and guidelines.
• Safely drive a county vehicle and complies with DriveCam Policy.
• May be required to work evening shifts and on Holidays.

Illustrative Duties

• Assists in A/E and/or construction contract administration for infrastructure, facilities renovation, maintenance, stormwater facilities, transportation facilities, and other County projects from inception, award, construction, and through the warranty period;
• Interprets construction plans and specifications, researches and recommends actions to correct deviations or violations;
• Monitors, schedules and coordinates work performed by construction or maintenance contractors;
• Completes processes required for bond release and State acceptance;
• May supervise other paraprofessional technical and administrative personnel assigned to the project;
• Reviews work for compliance with Federal, State and County codes;
• Reviews and inspects work in progress for cost and operational needs;
• Ensures that required field inspections are conducted to verify compliance with Virginia Uniform Statewide Building Code, with the Public Facilities Manual, Erosion and Sediment Control Standards, as well as other Commonwealth laws and regulations relating to construction projects;
• Develops estimates and verifies invoices for payment;
• Participates in contract administration and negotiations;
• Researches and coordinates utility conflicts;
• Maintains project files and documentation;
• Prepares reports, studies and evaluations on contracts, and bid documents;
• Meets with public groups, citizens and other stakeholders to explain and support projects;

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; Plus, one year of experience in construction, building maintenance projects, code enforcement or inspection work, depending on the assigned program area.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and maintenance contract oversight or supervision. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trade's supervision, paraprofessional technical, inspection and related fields to professional level project management work.

CERTIFICATES AND LICENSES REQUIRED:

• Valid Driver's License
• Erosion & Sediment Control Inspector certification - completion of first required training course within 12 months of hire and certification required within 12 months of date of completion of first required training course.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

• At least three years of experience in construction, building maintenance projects, code enforcement or contract compliance inspection work.
• Experience in the supervision or management of construction or maintenance projects
• At least three years of experience inspecting public improvement projects such as new and renovated fire stations, libraries, police stations, maintenance facilities, and multi-story garages.
• Experience reading and interpreting site-related plans.
• Experience providing customer service/working directly with the public.
• Experience conducting field inspections, inventory assessment and repair scoping as it pertains transportation infrastructure.
• Experience conducting building inspections such as: residential, residential-high, public facilities, and/or commercial office buildings.
• Experience conducting construction project inspections such as horizontal construction and/or vertical construction.
• Technical understanding related to Geotechnical requirements and specifications for foundations and site paving for public improvement projects.
• Thorough understanding of codes and regulations that include building codes and site development regulations.
• Outstanding oral and written communication skills and experience writing inspection reports, reading construction plans and interpreting specifications, letters, and ordinances.
• Proficiency utilizing Microsoft Office: Word, Excel, PowerPoint, Project, and Outlook.
• Experience with ADA guidelines and regulations and using construction testing equipment.
• Currently possess a valid Combination Building Inspector Certification and/or Virginia Erosion and Sediment Control Inspection Certification.

PHYSICAL REQUIREMENTS:
Ability to make periodic, routine site inspections. Must be able to physically negotiate rough terrain of typical construction sites, be able to hear normally in order to recognize backup alarms of the construction equipment. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Ability to hear normally in order to recognize backup alarms of the construction equipment. Must be able to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.
