Job description

Serves as the Assistant Commissioner of Ferry Engineering for the Staten Island Ferry. Under the general direction of the Deputy Commissioner of the Staten Island Ferry, with broad scope for independent initiative and judgment, serves as the Engineer in Charge of the Ferry Engineering Unit. Responsible for coordinating personnel and projects within Ferry Engineering, managing projects worth over $230 million supporting construction, maintenance (routine and emergency), reconstruction, and upgrades of all Ferry Division assets. Assets include nine Staten Island Ferryboats, oil barges, crane barges, support vessels, passenger terminals, and maintenance facilities. This is a managerial position.

Examples of Typical Tasks:
  1. Supervise and manage the Ferry Engineering Unit, including Maintenance and Repair, Facility Engineering, Vessel Engineering, and Engineering Management units.
  2. Coordinate activities of the Ferry Maintenance Facility and supervise staff of engineers, project managers, and support staff across various sites.
  3. Oversee design and construction programs, including ongoing maintenance, capital projects, and reconstruction efforts for vessels and shore facilities.
  4. Review designs, examine construction plans, and develop and administer contracts with consultants and contractors.
  5. Assess maintenance and reconstruction needs, manage budgets, and oversee project planning, design, and execution.
  6. Research and advise on vessel modifications, new constructions, and technological improvements.
  7. Ensure compliance with safety standards, environmental guidelines, and the Ferry's Safety Management System.
  8. Review contractor work, manage project timelines, and handle change orders and payments.
  9. Coordinate with ferry staff to incorporate design considerations and research new vessel technologies.
  10. Supervise vessel maintenance, dry dockings, and project documentation.
Preferred Skills:
  • Strong managerial, organizational, communication, and writing skills.
  • Knowledge of marine vessel maintenance, repair, and engineering disciplines.
  • Experience in contract drafting, review, and administration.
  • Proven ability to manage consultants and contractors.
  • Knowledge of NYC procurement policies and federal project management, especially with federal funding.
  • Experience managing safety management systems.
