Job description

The Division of Transportation Planning & Management is responsible for ensuring the safe, efficient, and environmentally responsible movement of people and goods on New York City's streets, supporting economic and social vitality. Its responsibilities include planning, street design, technical analysis, signage, transit development, freight mobility, and safety for motor vehicles, pedestrians, and cyclists.

Traffic Engineering and Planning Unit (TEP) Responsibilities
  1. Conducting, reviewing, and approving transportation engineering and planning studies, including environmental impact assessments.
  2. Analyzing traffic operations and planning from curb-cuts to area-wide studies.
Position Overview

TEP seeks an experienced Assistant Civil Engineer to join a multidisciplinary team working on complex transportation projects. Responsibilities include reviewing environmental studies, conducting traffic and safety studies using various analysis tools, reviewing schematic designs, and preparing reports and presentations. The role requires understanding of the four-step transportation planning process and its application to land use.

Preferred Skills
  • Experience with CEQR, SEQRA, and NEPA processes
  • Proficiency in HCS, Synchro/SimTraffic, AutoCAD, AutoTurn, and traffic simulation models (e.g., VISSIM, AIMSUN)
  • Knowledge of engineering principles, traffic impact studies, and relevant manuals (HCM, MUTCD, AASHTO, CEQR Technical Manual, NYSDOT manuals)
  • Excellent communication skills
  • Valid NYS Driver's License
Additional Information

This position may qualify for remote work up to 2 days per week. It is open to qualified persons with disabilities under the 55-a program. Residency in NYC is required after two years of employment. Minimum Qualifications
  1. Baccalaureate degree in civil engineering plus one year of civil engineering experience, or
  2. Baccalaureate and Master's degree in civil engineering from an accredited college.
