SUMMARY

The City of Chicopee’s Department of Public Works – Engineering Department is hiring an Assistant City Engineer. This is a professional engineering and administrative position. This position requires strong engineering skills and personnel management in the office and in the field. The Assistant City Engineer assists the City Engineer with department operations and is responsible for overseeing the management of citywide infrastructure construction programs, consisting of coordinating efforts with contractors, developers, City / State / Federal Departments, public and private utilities, and ensuring construction efforts are within specification tolerances and contract plans. This position takes the lead on the design of in-house projects for roads, site work, utilities, and various other infrastructure improvement projects, complete with plans, specifications, and cost estimates, following sound engineering principles and practices as well as conformance with City and State standards.

ESSENTIAL DUTIES INCLUDE:

  • Staff development and training in all areas of Departmental functions concerning engineering principles and processes.
  • Assumes the lead on planning, organizing, and directing the Department staff for office and field operations necessary for construction projects designed in-house.
  • Prepares contract documents for in-house projects complete with plans and specifications.
  • Performs calculations for highway geometry, pavement design, and drainage systems.
  • Determines feasibility of proposed designs through site inspection, discussions, and review of available data.
  • Recommends alternate methods of construction and materials.
  • Develops and implements traffic management plans in support of highway construction and maintenance projects.
  • Calculates unit cost for estimates and payment for related construction projects.
  • Organizes data for payment and generates financial reports for the Department of Public Works, other City departments, and elected officials regarding completed construction projects.
  • Reads and interprets plans, maps, and charts, and draws sketches for preliminary construction plans.
  • Directs and oversees the department's field survey operations and must be competent with the operation of computerized survey equipment and land surveying principles.
  • Computes and plots the major phases of field survey including the balancing of closed traverses and level circuits, reconciling them with the baselines, layouts, and level datum, and checks the calculations and drafting of others.
  • Determines right-of-way through research and on-site assessment.
  • Utilizes "field to finish" CADD capability using current state-of-the-art software and technology.
  • Provides technical support and training in the proper techniques of computer-aided drafting and design as well as general computer procedures for office personnel.
  • Instructs and demonstrates the correct performance of tasks and responsibilities, and performs related work as required.
  • Assists the City Engineer with a review of "Preliminary Sub-Division Plans", "Definitive Sub-Division Plans", site plans for private development, and Building Permits submitted to the City of Chicopee for the City Engineer's approval.
  • Coordinates construction projects with the appropriate State agencies and/or private contractors hired by the City to perform construction services.
  • Responsible for the preparation of bid documents for in-house designed construction projects, as well as bid documents for materials used by the DPW.
  • Performs all related duties as directed by the Superintendent of Public Works, City Engineer, and/or other supervising authority.
  • Abides by City of Chicopee Health and Safety policies and procedures.
  • Other duties may be assigned.

QUALIFICATIONS

  • Bachelor’s Degree in Civil Engineering or closely related discipline. –Required
  • Minimum five (5) years of supervisory experience in the field of civil engineering, construction, or a closely related field. – Required
  • Special consideration may be given for experience in public works operation.
  • Candidate with an Associate’s Degree in Civil Engineering and a minimum of ten (10) years of experience in engineering and design of roads and stormwater systems may be considered.
  • MA Class D Driver’s License - Required
  • Knowledge of basic mathematics, elementary algebra, and plane geometry.
  • Knowledge of the principles and practices of intermediate to advanced engineering field surveying.
  • Knowledge of the types and uses of equipment used in engineering field surveying.
  • Advanced knowledge of terminology, symbols, codes, and standard abbreviations used in civil engineering work.
  • Ability to code and arrange data according to a given order or procedure.
  • Ability to read, interpret, and apply technical literature, laws, rules, regulations, descriptions, construction plans, blueprints, plot plans, topographic maps, etc., related to Civil Engineering.
  • Ability to use appropriate formulae in determining exact locations and measurements (lines, grades, areas, etc.).
  • Ability to interpret and apply written instructions.
  • Knowledge of OSHA regulations and requirements.
  • Demonstrated working knowledge of pertinent Federal and State regulations.
  • Knowledge of public bidding procedures, preparation of bid packages, and bid review.
  • Demonstrated working knowledge of AutoCAD Civil 3D, HydroCAD, GIS, Microsoft Word, and Excel software.
  • Knowledge of metal detectors, measuring tape, survey equipment, and various drafting equipment and techniques.
