Job description

Under general direction, provides legal services on behalf of the City of San Antonio. This position will be responsible for broadband issues and the development of broadband-related agreements in compliance with federal, state, and local laws. The attorney will handle matters involving telecommunications, cable, and wireless infrastructure in the public rights-of-way and on City property. Working conditions are primarily in an office environment.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. It is subject to at-will employment and can be terminated at any time for any reason.

Work Hours

8:00 a.m. - 5:00 p.m., Monday - Friday

Responsibilities
  1. Negotiate, draft, and review lease agreements for wireless towers on City property.
  2. Advise City departments on placement, relocation, and maintenance of wireless, telecommunications, and cable facilities within public rights-of-way.
  3. Draft and review fiber-optic cable facility lease agreements for installations on City property and within rights-of-way.
  4. Draft agreements for expenditure of PEG access funds and monitor compliance.
  5. Attend City Council, board, and commission meetings; advise and address members in various forums.
  6. Prosecute and defend the City in legal proceedings, including negotiations, dispute resolutions, mediations, trials, hearings, and administrative processes.
  7. Respond promptly to inquiries from the public and media regarding municipal regulations and procedures.
  8. Perform other related duties as required.
Minimum Qualifications
  • L.L.B. or J.D. from an accredited law school.
  • Ten (10) years of responsible experience as a practicing attorney.
  • Municipal law experience may substitute for education at a rate of two years of experience for one year of education, up to four years.
  • Licensed and in good standing to practice law in Texas.
  • Valid Class 'C' Texas Driver's License.
Preferred Qualifications
  • Strong knowledge of laws governing broadband, telecommunications, and utilities.
Applicant Information
  • Experience can substitute for education at a rate of two years of experience for one year of education, and vice versa.
  • Pre-employment drug testing and background checks are required.
  • Additional background checks, physicals, or motor vehicle record evaluations may be conducted as needed.
  • Employment verification will be required, including submission of official transcripts, diplomas, certifications, and licenses.
