General Dynamics Electric Boat in Philadelphia, PA seeks an Assistant Chief Test Engineer (ACTE) to support the Columbia Class propulsion motor test program at the Compatibility Test Facility. The ACTE will work with the CTF Chief Test Engineer to manage testing and discharge duties, and may serve as CTE in their absence.

Qualifications

  • Bachelor of Science degree in Engineering or equivalent or combination of education and work experience.
  • With EB experience, at least 1 year as a Shift Test Engineer.
  • 3 years of technical or supervisory experience.
  • With no EB experience, minimum of 3 years supervisory experience managing a ship testing team.

Responsibilities

  • Supervise D789 test engineer personnel and daily work activities.
  • Act on the CTE's behalf during absences and as directed for the test program.
  • Create and distribute daily schedules; coordinate a 3-week plan with CTE and Test Manager.
  • Plan, schedule, and coordinate propulsion plant operations and testing.
  • Coordinate test procedure reviews and related program documentation.
  • Ensure preparation and conduct of propulsion system tests.
  • Coordinate problem resolution with NSWC and other support organizations.

Overview

The Electric Boat D789 Motor Test Organization (MTO) located at the Compatibility Test Facility (CTF) in Philadelphia PA is seeking a qualified individual to perform the duties of the Assistant Chief Test Engineer (ACTE). The ACTE will work directly with the CTF Chief Test Engineer (CTE) to directly aide in the discharge of their duties in the management and performance of the Columbia Class Motor Module Test Program or similar test programs occurring at CTF. In the absence of the CTE, the ACTE will act as the CTE on their behalf. The ACTE will perform the following responsibilities on a daily basis:

Responsibilities
  • Act as direct supervision and daily work leader for the D789 test engineer personnel.
  • Directly act on the CTE's behalf during time of their absence and as directed by the CTE for all duties in the conduct of the test program.
  • Create and distribute working schedule to test personnel on a daily basis. Work directly with the CTE and Test Manager to produce a 3-week schedule coordinating D789 test personnel.
  • Plan, schedule, and coordinate Columbia Class propulsion plant system operations and testing at the CTF, vendor facilities, and contractor facilities as the CTE's alternative Joint Test Group (JTG) or Joint Module Test Group (JMTG) representative.
  • Coordinate CTF test procedure review, management, and issuance along with other program documentation related to the test program.
  • Ensure Test Engineer preparation for and conduct of Columbia Class propulsion system operations and testing.
  • Help coordinate problem resolution efforts with Naval Surface Warfare Center (NSWC) and other test support organizations.
Qualifications

Required:

  • Bachelor of Science degree in Engineering or equivalent or combination of education and work experience to be considered in lieu of a bachelor's degree.
  • With direct Electric Boat experience, at least 1 year of experience as a Shift Test Engineer.
  • 3 years of technical (testing or engineering experience) or supervisory experience
  • With no direct Electric Boat experience, a minimum of 3 years of supervisory experience including the management of a team for a for ship testing, operations or construction is required.

Preferred:

  • Previous experience with Electric Boat test programs as either a Shift Test Engineer (STE) or ACTE is highly desired.
  • Previous supervisor experience in a test facility is preferred.
  • U.S. Navy experience in an engineering department desired.
Skills
  • Must be able to support rotating shift work, often requiring being on a schedule supporting 24/7 operations.
  • Able to direct test engineers in performance of test in operations in an intense production environment and able to mentor, evaluate, and drive performance of Test Engineers.
  • Quantifiable experience in the management and performance of a ship test program, or similar program lead experience, including the review and approval of technical procedures, analysis of test results, and risk analysis in an operational environment.
  • Proven ability to work, think and act independently and able to determine causes and corrective actions for technical and personnel related problems.
  • The successful candidate must have proven experience as an effective communicator, have strong verbal and written communication skills, and must also be able to build strong relationships with partners and stakeholders, including Electric Boat customer representatives (i.e. NAVSEA) and senior Electric Boat leadership.
  • The successful candidate must be familiar with submarine propulsion systems, knowledge of the Columbia class components and system designs is preferred.
