Responsibilities

Duties Description

The New York State Department of Financial Services (DFS) is seeking candidates for the position of Assistant Chief Investigator – Intelligence Operations within the Insurance Frauds Bureau’s Investigations & Intelligence Division. This position will report directly to the Assistant Director of the Insurance Frauds Bureau. The primary responsibility of this role is to oversee a team of investigators, and administrative personnel tasked with analyzing and assessing financial and insurance fraud referrals and providing intelligence support and analysis to ongoing investigations.

The duties of this position include, but or not limited to, the following:

• Supervises a team of investigative staff and overseeing all day-to-day activities, including planning and assigning work;
• Directs the financial and insurance fraud referral intake process under the general supervision of the Chief Investigator including reviewing referral assessment summaries, handling public complaints, and identifying emerging fraud patterns and trends;
• Liaises with the Field Operations team leaders to assign intelligence support and analysis tasks to enhance field operation investigations;
• Monitors staff performance to ensure that incoming fraud referrals are being addressed efficiently, effectively, and in accordance with Bureau policy and New York law;
• Provides direction and support to staff on complex matters and research and investigative techniques and strategies;
• Reviews staff work product to provide positive and constructive feedback to help staff achieve their investigative objectives while advancing their professional development;
• Raises critical investigation findings and conclusions to Bureau management and recommends solutions to achieve successful outcomes;
• Ensures sensitive matters and confidential information are protected and only shared with individuals that need to act upon the information;
• Manages staff training to ensure their continued professional development;
• Expertly presents case material to senior-level government and law enforcement authorities;
• Competently represents the Bureau at official meetings and maintains meaningful partnerships with federal, state, and local law enforcement entities;
• Manages administrative matters including task assignments, time sheet verifications, and overtime approvals;
• Conducts staff annual performance evaluations;
• Assists in the Bureau’s special projects and other assignments as needed;
• Other duties as assigned.

Qualifications

Minimum Qualifications

Overnight travel may be required up to 20%.

Preferred Qualifications

• Possession of a current NYS basic police school certification, peace officer certification or be able to attain its equivalent and can drive a vehicle and possess a valid NYS driver’s license. The Public Officer’s Law requires that peace officers at DFS be citizens of the United States and reside in New York State. Performance of the duties may require frequent, unscheduled work on evenings and weekends and requires reasonable flexibility.
• At lease nine years of law enforcement experience, including at least eight years of relevant investigative work experience, and at least two years of supervisory experience.

The Ideal Candidate Would Also Possess The Following

• Excellent judgement and proven ability to successfully conduct complex fraud investigations and lead investigative teams.
• Experience supervising and using investigative software (e.g. Penlink, i2 Analyst Notebook, Cellebrite, Relativity, Palantir) to analyze and visualize data for case presentations.
• Experience in gathering open-source intelligence (OSINT) in investigations.
• Experience in analyzing data extracted from various sources to further determine significant methods of operations and crime conducive conditions.
• Ability to work effectively in a fast-paced environment and produce high quality work under deadlines.
• Experience conducting complex investigations involving large data sets of information including telephone records, financial records, social media, ride share, mobile banking, cash apps, digital wallets and other records.
• Excellent organizational skills.
• Excellent oral and written communication skills.

Appointment Method

This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Salary: $106,898 - $131,665 (salary commensurate with experience)

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.

Appointment Status: This is an appointment to a position in the exempt jurisdictional class.
