  • Advise staff on legal issues concerning the Liquid Nicotine and Nicotine Vapor Product Directory and its application to manufacturers and products.
  • Draft official opinions, review proposed legislation, and collaborate with counterparts in other agencies.

Job Duties

This individual will analyze, investigate, and prosecute suspected violations of consumer protection statutes regulating certain products, including liquid nicotine and nicotine vapor products, products containing kratom, and products containing tetrahydrocannabinol (THC). This individual will coordinate investigations with other state and local law‑enforcement agencies. In addition, this individual will provide advice to professional staff regarding legal issues concerning the Liquid Nicotine and Nicotine Vapor Product Directory and its application to specific manufacturers and products. Secondary responsibilities may include analyzing, investigating, and prosecuting suspected violations of other state and federal consumer protection laws as needed. This position reports to the Regulated Products Enforcement Unit Manager in the Office’s Consumer Protection Section. Must have excellent writing skills and be prepared to appear in the appropriate state or federal court in actions filed against alleged violators. Will also assist in drafting official opinions, review proposed legislation, and work with counterparts in other local, state, and federal agencies.

Minimum Qualifications
  • Demonstrated ability to analyze and manage complex enforcement cases; well-developed oral and written communication skills; and the ability to interact effectively with state/federal government officials, a diverse workforce, and the general public.
  • Ideal candidate will have a minimum of 3 to 5 years of litigation experience in state and federal courts, concentrating on consumer protection or regulatory enforcement matters.
  • Must be admitted to the Virginia State Bar.
