This role is contingent upon a contract award.

ICF is seeking an Asset / Property Manager to own the full lifecycle of IT assets and personal property for a federal technology program, from procurement through secure disposal. Reporting to the Program Manager, this role is responsible for maintaining accurate asset records, executing physical inventory on a defined federal schedule, coordinating with Device-as-a-Service (DaaS) vendors for procurement and logistics, and ensuring compliance with federal property management regulations.

The ideal candidate has run a federal IT asset management program and understands the discipline, documentation standards, and audit accountability that come with it. This is a hands‑on execution role. The right candidate is organized, detail‑oriented, and comfortable working directly with property officers, procurement teams, and hardware vendors.

Job Location

This is a hybrid position based in the Washington, DC Metro area. Physical inventory activities require regular onsite presence.

This position requires that the job be performed in the United States. If you accept this position, you should note that ICF does monitor employee work locations and blocks access from foreign locations/foreign IP addresses and also prohibits personal VPN connections.

What You’ll Be Doing
  • Maintain and continuously update a comprehensive inventory of all IT assets and personal property in approved federal systems of record, ensuring records are accurate, complete, and current within 24 hours of any acquisition or disposal event.
  • Execute the annual physical inventory cycle from January through September in accordance with the NIH Personal Property Management Guide, providing monthly metrics to the Property Accountable Officer (PAO) and reconciling all overages, shortages, and discrepancies by December 31.
  • Prepare and deliver weekly inventory status reports to the PAO covering shortages, overages, damaged items, idle assets, double decals, survey findings, and software license status.
  • Tag and label all assets using approved identification methods, capturing required data including decal number, serial number, manufacturer, model, accountable user, location, and warranty or lease terms.
  • Coordinate with DaaS vendors on procurement logistics, order tracking, delivery confirmation, and asset intake, ensuring all received equipment is tagged and entered into the system of record promptly.
  • Support end‑of‑life asset disposal, including coordination of secure data removal, decommissioning documentation, recycling or resale activities, and records of final disposition.
  • Work with the PAO to define and maintain inventory processes, controls, and audit reconciliation procedures consistent with applicable federal property management regulations.
  • Support procurement activities by validating equipment specifications, tracking purchase orders, and ensuring accurate intake documentation for all received assets.
  • Maintain supporting documentation for audits, including asset acquisition records, disposal plans, depreciation schedules, vendor performance records, and compliance reports.
  • Identify and flag assets approaching end of useful life and support lifecycle cost analysis and technology refresh planning.
Minimum Requirements
  • Bachelor’s degree or equivalent
  • 5+ years of experience in IT asset management or federal personal property management
  • 2+ years of direct experience managing asset lifecycle programs under federal property regulations, including physical inventory execution and PAO coordination
  • 2+ years of experience coordinating with hardware or DaaS vendors on procurement, logistics, and asset intake
  • Demonstrated experience with federal property management systems of record such as NIH Sunflower, NBSC, or equivalent
  • U.S. Citizenship required due to federal contract requirements
  • Ability to obtain and maintain a Public Trust background investigation
  • Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US
Preferred Qualifications
  • Experience supporting federal property management programs in HHS, NIH, FDA, or other health-focused agencies
  • Familiarity with the NIH Personal Property Management Guide or equivalent agency property management framework
  • Experience with CMDB maintenance and integration with ITSM platforms such as ServiceNow
  • Certified IT Asset Manager (CITAM) or equivalent asset management certification
  • Experience supporting internal or external property audits, including finding remediation and corrective action documentation

Pay Range

The pay range for this position based on full‑time employment is:

$81,147.00 - $137,949.00
