Job summary

The City of Hopkinsville seeks a full-time Capital Asset Accountant to maintain the fixed asset system, ensure assets are properly capitalized and depreciated, and coordinate with Public Works for accurate asset data. Required is a high school diploma or GED and five years in a professional clerical setting with knowledge of finance and confidential records.

Responsibilities

  • Maintain the City’s fixed asset ledger/system (land, buildings, infrastructure, vehicles, equipment).
  • Apply capitalization threshold policy; determine if expenditures qualify as capital assets.
  • Calculate and record depreciation per GASB 34 and related standards.
  • Reconcile fixed asset subledger to the general ledger monthly.
  • Conduct periodic physical inventories of capital assets with Public Works.
  • Serve as Finance liaison to Public Works asset management/GIS system.
  • Reconcile Public Works inventory vs Finance fixed asset register annually.
  • Prepare capital asset schedules and notes for ACFR and external audit.
  • Respond to auditor requests related to fixed assets and depreciation.
  • Track asset useful-life assumptions and flag assets nearing full depreciation.
  • Maintain documentation supporting asset valuations (donated/grant assets).
  • Provide asset data to support CIP process and funding strategies.
  • Assist Finance Director in evaluating funding strategies for asset replacement.
  • Support grant applications requiring asset value or capitalization history.
  • Fixed asset subledger reconciled to GL monthly with no variances.
  • Annual physical inventory reconciliation before audit fieldwork.
  • Zero audit findings related to capital asset accounting.

Job description

This fulltime position serves as the city's point of contact for capital asset accounting and reporting. Maintains the city's fixed asset system of record, ensures assets are properly capitalized, depreciated, and reported in accordance with GASB standards, and coordinates with Public Works and other departments to keep asset data accurate for both financial reporting and capital planning purposes. Must have a high school diploma or GED with five yrs. experience in a professional clerical setting & demonstrable knowledge of finance/inventory control, the handling of confidential records, and extensive skills in computer programs. Knowledge of public sector agencies, structure and management preferred. Accounting or Quality Control background helpful. Equivalent education, experience and training will be considered. Regular work schedule is Monday - Friday, 8:00am - 4:30pm.

  • Apply the City's capitalization threshold policy consistently; determine whether new expenditures qualify as capital assets
  • Calculate and record depreciation on a monthly/annual basis in accordance with GASB 34 and related standards
  • Reconcile the fixed asset subledger to the general ledger each accounting period
  • Conduct or coordinate periodic physical inventories of capital assets in cooperation with Public Works and other departments
  • Serve as Finance's liaison to Public Works' asset management/GIS system, ensuring asset additions, retirements, and condition updates flow into the financial records
  • Reconcile Public Works' physical asset inventory against Finance's fixed asset register at least annually to identify discrepancies (assets not yet capitalized, disposed assets still on the books, etc.)
  • Prepare capital asset schedules and note disclosures for the Annual Comprehensive Financial Report (ACFR) and external audit
  • Respond to auditor requests related to fixed assets, depreciation, and capital asset controls
  • Track asset useful-life assumptions and flag assets nearing full depreciation for capital replacement planning discussions
  • Maintain documentation supporting asset valuations, especially for donated or grant-funded assets
  • Provide Finance's asset cost/depreciation data to support the multi-year Capital Improvement Plan (CIP) process
  • Assist the Finance Director in evaluating funding strategies (reserves, debt, pay-as-you-go) for asset replacement based on asset age and remaining useful life
  • Support grant applications requiring documented asset value, condition, or capitalization history
  • Fixed asset subledger reconciled to GL monthly with no unresolved variances
  • Annual physical inventory reconciliation completed prior to audit fieldwork
  • Zero audit findings related to capital asset accounting
  • CIP asset-replacement data delivered to Finance Director ahead of annual budget cycle
  • Perform other duties as assigned by supervision

  • Must have a high school diploma or GED
  • Five yrs. experience in a professional clerical setting & demonstrable knowledge of finance, the handling of confidential records, and extensive skills in computer programs & graphics.
  • Must possess a valid driver's license.
  • Knowledge of inventory management preferred.
  • Accounting or Quality Control background helpful.
  • Equivalent education, experience and training will be considered.
  • This position requires an equal amount of time spent standing, walking and sitting.
  • Lifting, pushing/pulling, or carrying objects weighing up to twenty (20) pounds is sometimes required. Use of hands, arms, and fingers required.
  • Audio, visual and verbal functions are essential to the performance of this position.
  • The workday will be spent in a controlled indoor environment with frequent visits to other indoor and outdoor City locations.
