POSITION SUMMARY
This position provides high-level administrative and reappraisal support for the Assessor and department; including supervision of Deputy Assessors; collection, coordination, and organization of reappraisal data; submission of reports to NM Taxation and Revenue Property Tax Division; collection, coordination and distribution of building permits, and property transfers. Assists Assessor in annual processes including Notice of Value preparation, certification of the tax roll, business personal property reports and livestock rendering, applications for exemptions, and management of exempt and State Assessed properties.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Tasks include but are not limited to:
- Assists Assessor and/or Chief Deputy Assessor in all areas of reporting, including quarterly and annual processes, and monthly performance reports for appraisers. Assists Assessor with drafting and updating of Office Policies and Procedures.
- Performs all duties of Deputy Assessor staff and trains new Deputy Assessors as they are hired.
- Supervises Deputy Assessors.
- Oversees payroll.
- Preparation and oversight of fiscal budget.
- Coordinates and oversees requisitions and purchases.
- Oversees all p-card purchases and reconciliation, as well as travel voucher preparation for all staff.
- Assists in submission of all annual reports to Taxation and Revenue Property Tax Division.
- Works with City of Roswell and State of New Mexico to compile building permit information and assign to appraisers. Obtains all information on low level permits such as re-roofs.
- Oversees contracts.
- Provides quarterly reports regarding appraisal and reappraisal to appraisal staff and Assessor.
- Checks property accounts for photos, drawings, tracking, and verifies accuracy of data.
SUPERVISORY CONTROLS
- This position performs under the general supervision of the County Assessor and Chief Deputy Assessorwho may provide assignments and instruction, determines objective, priorities and deadlines, and who assists the employee with unusual situations. The employee uses own initiative and judgment to perform work in an independent and timely manner in accordance with precedents and established policies and procedures.
- Provides close to general supervision to Deputy Assessor personnel and responsible for overall day to day administrative operations.
QUALIFICATIONS
- Education/Training/Experience: Associate degree in business, public administration, finance, real estate, or another related field.
- Experience Substitution:Four years of directly related experience in property assessment and/or appraisal, mapping, and/or administrative experience in an Assessor’s Office can substitute for a college degree.
- Licenses/Certification: Valid N.M. driver’s license with a good driving record.
- Desirable Qualifications: Knowledge of governmental budgeting, appraisal processes, legal descriptions, and conveyance documents.
- Other: Post offer Drug Analysis Test. Driver’s license, Employment and Criminal Background Investigation.

- Ability to communicate orally and in writing in English.
- Must have working knowledge of computers, Microsoft Office and Tyler Assessor software.
- Interact with occupants of the County Buildings in a professional and friendly manner.
- Work independently using good judgment and decision-making skills.
- Work well with ever changing priorities and /or situations.
- Must be detail-oriented, work with minimal guidance and maximum accuracy.
- Must have strong organizational and public relations skills.
- Must be able to effectively safeguard confidential information.
- Employee must know and understand County Personnel policy as well as all county and departmental policies pertinent to the position.
- May require some out of town travel for training.
- Must be able to maintain an acceptable attendance record, be punctual and meet established deadlines.
Safety requirements: This position must comply with all safety guidelines of Chaves County.
Physical demands: This position requires a variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, etc. Talking, hearing, and seeing are essential to the performance of the job. Common eye, hand, finger, dexterity exist. Mental application utilizes memory for details, verbal instructions, discriminating thinking. Frequent local travel is required in normal course of job performance. Strength of arms, hands, legs, and back required in the performance of essential functions.
Work environment:
Work for this position is performed indoors. The work area is adequately lighted, heated, and ventilated and involves typical risks associated with an office environment that require normal safety precautions and safe work practices.
