Job summary

Francison Consulting, Inc. is seeking an experienced Asbestos Abatement Coordinator to support LAUSD Facilities Programs in Los Angeles.

You will provide technical oversight and coordinate assessments, abatement design, and monitored projects across construction activities. Ideal candidates have CA certifications and extensive experience in asbestos/lead contexts, with strong collaboration with facilities staff, consultants, and district teams.

Qualifications

• Bachelor's degree required or equivalent experience in engineering or related field.
• Certifications in asbestos and lead regulations are required or strongly preferred.
• CSST or CAC certification adds strong qualification for site supervision.

Responsibilities

• Provide technical support for asbestos and lead on LAUSD projects.
• Coordinate Phase 1/site assessment and Phase 2 abatement design activities.
• Review environmental reports (Phase 1-3) for accuracy and completeness.
• Survey sites and recommend abatement approaches for asbestos/lead materials.
• Prepare job estimates for assessment, design, and monitoring activities.
• Prepare inspection reports and assess impacts on construction drawings.
• Plan repair, removal, disposal, or encapsulation of asbestos/lead materials.
• Monitor environmental compliance during construction and enforce safety rules.
• Investigate incidents related to asbestos/lead projects and document findings.
• Review ACBM conditions and manage sampling data and abatement records.
• Maintain project tracking and use Maximo to report labor progress.

Job description

Francison Consulting is seeking an experienced Asbestos Abatement Coordinator to support the Los Angeles Unified School District's Facilities Services Division, Facilities Environmental Technical Unit (FETU). In this role, you will provide technical support related to asbestos and lead issues, and coordinate site assessment, abatement design, and environmental project monitoring across the District's construction projects.

This is an opportunity to apply your environmental compliance expertise to meaningful school facility projects, working closely with Facilities departments, environmental consultants, and District staff to protect students and staff during construction.

Position Summary

The Asbestos Abatement Coordinator will provide technical support and oversight for asbestos and lead related activities on assigned LAUSD projects. Core responsibilities include:

• Maintaining open communication with central and regional Facilities departments (Maintenance & Operations, Project Execution, and Central Design Management Group) to provide technical support related to asbestos and lead issues
• Preparing site assessment (Phase 1) and abatement design (Phase 2) to address the impact of asbestos and lead containing materials on construction projects
• Reviewing environmental consultants' Phase 1, 2, and 3 (project monitoring) reports for accuracy
• Surveying sites to recommend the best method to mitigate the abatement of asbestos and lead containing building materials
• Preparing job estimates for project assessment, design, and monitoring
• Preparing reports describing inspection findings or results and impact to projects determined by review of construction drawings
• Planning the repair, removal, disposal, or encapsulation of asbestos containing building materials, and abatement or in place management of lead based paint on structures and mechanical systems
• Conducting environmental project monitoring during construction to ensure compliance with applicable laws, project specifications, safety regulations, and established work practices
• Investigating accidents or incidents that occur on or near school grounds during asbestos/lead related projects
• Performing asbestos bulk sampling and lead wipe or paint chip sampling to investigate asbestos release or elevated lead exposure to children
• Reviewing condition assessment reports of asbestos containing building materials (ACBM), addressing damaged/friable ACBM, and managing the processing of asbestos bulk sampling data and abatement records
• Updating projects' tracking sheets for progress status
• Using Maximo to plan and track job progress and report actual labor charges

Minimum Qualifications

Candidates who meet one of the following will be considered:

• Five (5) years full time paid professional construction experience on projects involving environmental (asbestos/lead) assessment, sampling, design, monitoring, and abatement
• 2 years full time paid professional construction experience on projects involving environmental (asbestos/lead) assessment, sampling, design, monitoring, and abatement, plus a Certification from the State of CA as Certified Site Surveillance Technician (CSST)
• Certification from the State of CA as Certified Asbestos Consultant

Required Certificates

• Possession of Asbestos Hazard Emergency Response Act (AHERA) asbestos course certificates (Building Inspector, Management Planner, Contractor/Supervisor, and Project Designer)
• Possession of Environmental Protection Agency (EPA) Lead Renovation, Repair, and Painting (RRP) Certification
• Possession of CA Department of Health (CDPH) Lead certification (Inspector/Assessor/Project Monitor)

Education

Candidates who meet one of the following will be considered:

• Graduation from a recognized college or university with a bachelor's degree in engineering or any related field
• Candidates without a degree must have additional years of experience to compensate for education on a year for year basis
