Qualifications

  • Bachelor's degree from an accredited college or university.
  • Minimum of two (2) years of experience in with Army Transition Assistance Program (TAP) in career counseling, transition assistance, workforce development, military personnel support, education, human services, or a related field.
  • Experience coordinating schedules, personnel, stakeholder activities, and customer-facing operations.
  • Experience supporting program execution, service delivery, and operational management activities.
  • Demonstrated ability to monitor performance, identify issues, and implement effective corrective actions.

Responsibilities

  • Manage daily TAP Center operations, including staffing coverage, scheduling, facilities coordination, customer flow, and service delivery activities.
  • Serve as the principal contractor point of contact for the Installation TAP Manager, Government personnel, command representatives, and local stakeholders.
  • Coordinate workshops, individual counseling sessions, financial counseling services, Capstone activities, hiring events, and other transition support services.
  • Ensure all services are delivered in accordance with approved curriculum, Army policies, performance standards, class-size requirements, and customer service expectations.
  • Supervise and support counselors and liaison personnel, including workload assignments, leave coverage, training compliance, and local performance management.
  • Monitor and validate attendance records, participant appointments, customer feedback, data entry, case documentation, and site-level reporting requirements.
  • Provide weekly operational updates to Regional Leadership regarding accomplishments, staffing status, upcoming activities, identified risks, corrective actions, and resource requirements.
  • Identify and resolve site-level issues involving facilities, equipment, Government-furnished property, systems access, scheduling, and stakeholder coordination.
  • Support hiring, onboarding, incumbent retention, CAC and badging activities, network access requirements, and local knowledge transfer efforts.
  • Perform Transition Counselor and/or facilitator duties as needed to maintain service continuity and direct awareness of Soldier needs.

CALIBRE is seeking a Contract Installation Manager (CIM) to support the Army Transition Assistance Program (TAP) at an assigned military installation. The Contract Installation Manager serves as the primary contractor representative at the installation and is responsible for overseeing daily TAP operations, ensuring high‑quality service delivery, and coordinating with Government personnel, command leadership, and community stakeholders. The CIM provides leadership for installation‑level operations while maintaining direct involvement in supporting Soldiers as they prepare for successful transitions from military to civilian life.

The successful candidate will be responsible for managing operational activities, supervising staff, monitoring program performance, and ensuring compliance with Army TAP requirements, Government policies, and contract standards. This position requires strong leadership, customer service, organizational, and stakeholder engagement skills to support mission success and maintain uninterrupted transition services.

This is a full‑time position with an hourly pay rate of $31.50 per hour.

Summary

The Contract Installation Manager leads day‑to‑day Army Transition Assistance Program operations at an assigned installation and serves as the primary contractor point of contact for local Government and command stakeholders. The position is responsible for operational oversight, staff coordination, service quality, compliance monitoring, customer satisfaction, and effective delivery of transition assistance services.

Key Responsibilities

  • Knowledge of Army Transition Assistance Program policies, procedures, and service delivery requirements.
  • Familiarity with Career Readiness Standards (CRS), Individual Transition Plans (ITP), and Capstone requirements.
  • Knowledge of military installation operations and support services.
  • Ability to build and maintain effective working relationships with military leaders, Government personnel, community organizations, and workforce development partners.
  • Experience working within performance‑based Government contract environments.
  • Bachelor's degree from an accredited college or university.

  • Experience with Army or DoD transition systems of record.
  • Experience leading teams within workforce development, counseling, education, or human services environments.
