Job summary

General Dynamics NASSCO Bremerton seeks an Area Manager to oversee a ship repair project from planning through delivery to the customer. You will provide independent analysis, formulate concepts, and coordinate with the US Navy and subcontractors to maintain on-time performance.

The role requires 4+ years in shipyard environments, management of technical staff, and the ability to obtain a security clearance. Expect travel, nights/weekends, and PPE use.

Qualifications

  • BA/BS in related field or AA/AS with 2 years related experience.
  • 4 years shipboard repair experience preferred; Navy background qualifies.
  • 4 years managing technical personnel in complex ship repair programs.
  • Experience with MS Office, MS Project, Excel, Word, PowerPoint; server environment navigation.
  • Experience with cost-type or fixed-type contracts is a plus.
  • Valid driver’s license with reliable transportation.
  • Ability to obtain security clearance.
  • Willing to travel and work nights/weekends.
  • Able to wear PPE.

Responsibilities

  • Coordinate project information across departments and track data in management systems.
  • Implement project management processes and provide guidelines to support the project.
  • Assist Planning Department with proposals, estimates, and schedules.
  • Lead cross-functional Project Team meetings with Company personnel, Sub Contractors, and Navy representatives.

ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

The Area Manager is responsible for the overall Project from the time the Project is being developed during the Planning Phase up until the final milestone is met, the availability is complete and the ship is successfully delivered back to the customer. The Area Manager will perform in a professional position. Within defined objectives, the Area Manager is responsible to provide independent, complex analysis, concept formulation and new method identification. Area Managers perform as representative of our Company and act as the prime point of contact for our customers. The avoidance of, inaccurate decisions, errors in work and reporting or passing out information that may put the fiscal position of the organization at risk or damage the Company’s reputation is one of the Area Managers primary responsibilities.

POSITION DEMANDS (Education/Training)

Typically has a BA/BS in or a related academic field or AA/AS plus 2 years directly related experience or 4 years directly related experience

POSITION DEMANDS (Required Experience)
  • Preferred minimum of four (4) years of shipboard repair experience within a Public of Private shipyard (Prior military experience with the US Navy in an engineering or directly related field would qualify)
  • Must have a minimum of four (4) years’ experience managing technical personnel within complex activities or shipboard availabilities
  • Must have experience in using Microsoft Office Suite, Microsoft Project, Excel, Word and Power Point while being able to navigate in the computer server environment
  • Experience working within a “Cost Type” or “Fixed Type” contract is a plus, but not a pre-requisite
  • Must have a valid driver’s license with reliable, insurable transportation and willing to carry a “business” rider if necessary while using this vehicle when accomplishing company business activities
  • Able to gain access to Government facilities and able to obtain a Security clearance once employed by NASSCO-Bremerton
  • Able to work nights and weekends during peak workloads or as requested by Senior Management. Must be willing to travel and manage ship repair availabilities in remote, out-of-state locations for extended periods of time

WORKING RELATIONSHIPS
  • Reports to Director of Programs
  • Maintain relevant/professional outsourcing relationships with our Teaming Partners/Sub Contractors in tracking milestones and work percent complete for all contracted work
  • Notify Accounting Department when work completion takes place so invoices can be sent to customers and payments to Teaming Partners/Sub Contractors can be approved in a timely manner
  • Strong interpersonal skills with the ability to interact with and manage others
  • Has supervisory responsibility for all employees assigned to the Project team
PRINCIPAL RESPONSIBILITIES
  • Ensure all project information being provided by our customers is forwarded to all departments within our Company and that all project data and information is regularly entered into the appropriate management data systems for internal reviews
  • Implement Project Management processes and tools by contributing to the process and providing guidelines to support the project
  • Assist the Planning Department in developing project proposals, job estimates and schedules
  • Able to delegate responsibilities between Assistant Area Managers assigned directly to the Area Manager by contributing input to the Senior Leadership as a recommendation to who should make up the Project Team
  • Able to assemble, plan, lead and facilitate regular cross-functional Project Team meetings with Company personnel, our Sub Contractors as well as representatives from our customers and the US Navy
  • Able to develop detailed task list, work effort assessment, including short and long term resource allocation plans based on inputs from Senior Managers and Team Members
  • Able to identify changes in work scope to ensure appropriate planning measures are being taken within the Planning, Estimating, Production and Contracts Departments including the customers inputs for reassessing, renegotiating and amending the scope of work, schedules and budgets
  • Must be able to identify, assess and analyze with the Team, any risk and/o issues that may compromise the successful completion of the Project and develop plans/actions that will remove this risk. Able to provide leadership when schedule/production conflicts may occur and the Team is looking for resolution
  • Capable of leading 3 to 5 assigned personnel
ACCOUNTABILITY
  • Responsible to provide independent, complex analysis, concept formulation and new method identification
  • Maintain overall responsibility of project budges and schedules to ensure project completion is “On-time and On-Schedule”

UNIQUE/ADDITIONAL REQUIREMENTS

Regular, reliable attendance on-site is an essential function of the job. Must be willing to travel and have reliable transportation. Must be a U.S. citizen and qualify for a Common Access Card (CAC) or DBIDS badge. Must have reliable record of attendance and punctuality and be available for overtime as required. Must be able to physically transit all areas of the facility. Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. Must have good eye/hand coordination. The noise level in the work environment is usually moderate. Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. These areas can be dirty, dusty, hot or cold, and noisy.

Pay Range: $84,240 - $110,565 Annually

The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity. At NASSCO Bremerton we anticipate making salary offers between the minimum and midpoint of salary range. Offers will be based on experience, abilities, and knowledge similar to the NASSCO Job being applied for NASSCO employees performing similar work.

Additionally, NASSCO employees earn paid vacation from date of hire, accrued at 2.31 hours for every week worked, seven paid holidays, and one personal day per year.
