The Air Force Civilian Service (AFCS) is looking for a Full-Time Architect NH-0808-03 to work at the 50th Civil Engineer Squadron at Schriever Space Force Base, Colorado Springs, CO.

The primary purpose of this position is to serve as a professional architect and functional area, providing architectural expertise to ensure all real property construction meets Air Force policy and the base mission. This involves planning and designing substantial new construction, renovation, and improvement projects by analyzing facility requirements, conducting feasibility studies, and preparing comprehensive plans, specifications, and aesthetic designs. The incumbent will determine the best approach for in-house projects based on cost, system capability, and customer needs, and will also oversee and support base maintenance and engineering contracts, resolving complex design problems for projects that often involve new technology or unusual features.

Salary Range: $76,463 - $118,204. Does not include locality pay

Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

AcqDemo positions are exempt from the 180 day restriction in 5 USC 3326, Appointments of retired members of the armed forces to positions in the Department of Defense, when filled using AcqDemo-specific direct hire authorities. This clarification will materially accelerate hiring actions involving recently retired active-duty service members.

Qualifications/Requirements
  • U.S. Citizenship Required
  • Obtain & maintain a Secret security clearance
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • May act as project liaison with the Army Corps of Engineers or other design agencies as required
  • May be required to work overtime on an unscheduled or emergency basis.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
  • May be required to serve on A&E selection boards.
Duties
  • Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of architecture.
  • Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of architecture to ensure overall compliance with contracted specifications, schedules, etc. Applies professional architectural theory and practices to assigned projects.
  • Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, program projects, and compete for funding in Air Force corporate processes.
  • Performs work in facilities operations and maintenance (O&M) functions. Supports or serves as Activity Management Plan (AMP) Manager responsible for developing short- and long-range facilities and infrastructure priorities and requirements.
  • Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
  • Provides consulting services and project coordination. Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, AF Civil Engineer Center, and AF installation Mission Support Center.
  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities
Recruitment Knowledges, Skills, And Abilities (ksa)
  • Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines
  • Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds
  • Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
  • Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
  • Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
  • Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
